The DoD Agencies and Commands Customer Group, COCOM Programs Directorate of SAIC currently has a contingency full-time position for an Legislative Affairs Specialist to support the United States Cyber Command (USCYBERCOM) JXXX, Fort Meade, Maryland.

JOB DESCRIPTION

Exhibits familiarity with legislative and regulatory documents and has a working knowledge of the legislative and regulatory process. Reviews and analyzes congressional hearing transcripts and prepares/submits Questions for the Record (QFR) and Inserts for the Record (IFR). Acts in a proactive manner with actions focused on problem- solving and aids in implementing systems and procedures to ensure that projects and documents are kept on track and internal and external deadlines are met. Researches and writes background papers, talking points, and written and oral statements, to include providing legislative briefings to leadership. Possesses ability to work with senior military and civilian leaders. Possesses the ability to prepare leadership for testifying to Congress, meeting with members of Congress and with pertinent Congressional Committee Staff Members. Possess Self-motivated with excellent communications skills and ability to work independently Daily activities include:

- With minimal guidance, researches and writes background papers, talking points, and written and oral statements, to include providing legislative briefings to leadership
- With minimal guidance, prepares USCYBERCOM leadership for testifying to Congress, meeting with members of Congress and with pertinent Congressional Committee Staff Members
- Exhibits in-depth understanding of legislative and regulatory documents and has an in-depth knowledge of the legislative and regulatory process
- With no guidance, researches and writes background papers, talking points, and written and oral statements, to include providing legislative briefings to leadership
- With no guidance, prepares USCYBERCOM leadership for testifying to Congress, meeting with members of Congress and with pertinent Congressional Committee Staff Members
- Exhibits a thorough understanding of legislative and regulatory documents and has extensive knowledge of the legislative and regulatory process

Qualifications:
QUALIFICATIONS

- Minimum of ten (10) years of experience in the field of legislative affairs or department level planning/execution.
- Bachelor’s degree or higher from an accredited college or university in Political Science or related discipline (or 4 years experience in lieu of)
- Strong attention to detail and organizational skills
- Excellent communication skills
- TS/SCI with Polygraph required
