The DoD Agencies and Commands Customer Group, COCOM Programs Directorate of SAIC currently has a contingency full-time position for an SIGINT Policy Analyst r to support the United States Cyber Command (USCYBERCOM) JXXX, Fort Meade, Maryland.

JOB DESCRIPTION

Assists in the development and coordination of policies in a wide variety of forums across the IC and partners. Understands all Executive Orders, DOD policies, Director of Intelligence policies, and NSA policies on the conduct and oversight of intelligence activities. Assists or coordinates the implementation of an Intelligence Oversight (IO) program to include maintaining and retaining IO records, ensuring appropriate training, and acting to report substantiated allegations. Consults with command legal counsel as appropriate. Communicates with senior officers both written and orally. Provides advice and guidance on SIGINT and IO policy issues to senior level management, validates the alignment of draft policies with USCYBERCOM, IC, and DOD interests

Daily activities include:

- Demonstrates a general understanding of SIGINT and IO policies and programs Understands all Executive Orders, DOD policies, Director of Intelligence policies, and NSA policies on the conduct and oversight of intelligence activities at a general technical level
- Contributes to the development and coordination of policies in a wide variety of forums across the IC and partners
- Demonstrates an in-depth understanding of SIGINT and IO policies and programs
- Understands all Executive Orders, DOD policies, Director of Intelligence policies, and NSA policies on the conduct and oversight of intelligence activities at an intermediate technical level
- Contributes substantive content for the development and coordination of policies in a wide variety of forums across the IC and partners
- Demonstrates a thorough understanding of SIGINT and IO policies and programs
- Understands all Executive Orders, DOD policies, Director of Intelligence policies, and NSA policies on the conduct and oversight of intelligence activities at a technical expert level
- Assists in leading efforts for the development and coordination of policies in a wide variety of forums across the IC and partners

Qualifications:
QUALIFICATIONS

- Minimum ten (10) years of experience in Signals Intelligence and four (4) years IO and SIGINT policy experience.
- Strong attention to detail and organizational skills.
- Excellent communications skills.
- A Bachelor’s degree or higher from an accredited college or university in a related discipline (or 4 years experience in lieu of)
- Active TS/SCI with Polygraph required
- TRAVEL AND SECURITY: CONUS/OCONUS;
