USCYBERCOM is a sub-unified command subordinate to U. S. Strategic Command (USSTRATCOM). The Cyber National Mission Force (CNMF) is a USCYBERCOM Joint Force Headquarters and the U.S. military's first joint tactical command with a dedicated mission focused on cyberspace operations: to plan, direct and synchronize cyberspace operations to deter, deny, and if necessary, defeat adversary cyber actors to defend the nation. This work will provide cyber training management support to USCYBERCOM J7, update and sustain certification standards for the Cyber Mission Forces Teams, and cyber exercise planning and execution, and after action analysis and lessons learned capture for various cyber exercises. This task order includes Combatant Command Exercise support, Team Certification events, CYBER KNIGHT, CYBER FLAG, CYBER GUARD, CYBER WARGAME, and Table Top exercises


Job Duties: Support USCYBERCOM J7 with the following duties:
• Use the readiness and reporting a system to assess the ability to accomplish assigned missions as outlined in the Unified Command Plan (UCP), Guidance for Employment of the Force (GEF), Joint Strategic Capabilities Plan (JSCP), Theater Campaign Plans (TCPs), and named operations
• Use the readiness and reporting system specifically for the Joint Staff that enables Combat Support Agencies (CSAs) to report and measure their readiness status through the readiness reporting system verifying their ability to integrate and synchronize combat and support units into an effective joint force ready to accomplish assigned missions
• Monitor readiness reporting for accuracy, timeliness, and validity, and initiate and/or recommend corrective action as required
• Collect data, assess, and measure on a monthly basis the capability of units to accomplish assigned tasks and missions and critical warfighting deficiencies in unit capability
• Assess and measure on a monthly basis the level of current risk based on the readiness reporting system relative to the capability of the forces to carry out wartime missions
• Collect data, assess, and measure on an annual basis critical warfighting deficiencies in the training elements, facilities, and/or defense infrastructure
• Collect data, assess, and measure on an annual basis the capability of training elements to provide trained and ready forces
• Coordinate and facilitate the USCYBERCOM Readiness working group (CDRL A002)
• Facilitate and add input to the CSA Readiness working group
• Coordinate with directorate SMEs and readiness reporting representatives to conduct analysis
• Prepare and brief monthly war plans assessments and reports
• Identify personnel and equipment necessary to provide a capability for uninterrupted reporting during peacetime, crisis and wartime
• Make recommendations to the development of Joint Mission Essential Task Lists (JMETLs) and/or recommend changes to and/or the development of new Universal Joint Target Lists (UJTLs)
• Generate monthly, quarterly, and semiannual readiness reports to meet Congressional mandates
• Review approximately fourteen (14) war plans per year
• Engage with readiness representatives across USCYBERCOM to inform analysis and review of war plans
• Coordinate with directorate SMEs to conduct analysis of USCYBERCOM capability to accomplish assigned tasks
• Assess and measure on a monthly basis the level of current risk based on the readiness reporting system relative to the capability of the forces to carry out wartime missions
• Identify personnel and equipment necessary to provide a capability for uninterrupted reporting during peacetime, crisis, and wartime

Qualifications:


• Five (5) to twelve (12) years of experience performing cyber exercise execution support including exercise role players, exercise network support and data capture and reporting; and cyber wargame and TTX support
• Recognized mastery in selection and application of IA concepts, methods and tools to develop M&S capabilities in support of cyberspace planning, operations and assessment
• Substantive and technical expertise to enable collaboration with cyber security SMEs to devise, develop and implement precedent setting M&S methodologies and tools, in support of cyberspace missions and functions
• Recognized high level of expertise to resolve disagreements among SMEs, and to appropriately represent the interests of the Command in enterprise-level working groups
• Recognized high level of expertise/knowledge regarding Industrial Control Systems and a familiarity with M&S capabilities of those systems

Must have one of the following Certificates: CISA, GCIH, GCED, CISSP, CASP CE, GSLC or CISM plus 7-10 years of experience.
