The Technical Project Manager (PM) - Command and Control (C2) shall assist with management of project technical and functional activities for the C2 focus area. Responsibilities will include overseeing and managing the operational aspects of ongoing projects and serving as liaison between project management and planning, project team, and line management. The Technical PM-C2 will review the status of projects and budgets, manage schedules, and prepare status reports; assess project issues and develop resolutions to meet productivity, quality, and client-satisfaction goals and objectives; and develop mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients. The Technical PM-C2 will be responsible for ensuring contract requirements and subcontractor responsibilities are being accomplished including working on the definition and implementation of project planning techniques to provide visibility on the contract. Other responsibilities may include developing budgets and schedules to meet contractual/project requirements for an assigned portion of a program, participating in and establishing and defining program plan requirements, and monitoring and reporting performance against plans to ensure that contractual, cost, and schedule objectives are met. This is potentially a customer-facing position and may require interaction with senior customer leadership on matters concerning project cost, performance, and schedule. The Technical PM-C2 must possess a strong belief in the principles of task ownership, accountability, and teamwork, and be detail-oriented.

Job Specific Responsibilities:

- Technical project progress, status reports and briefings
- Technical project status/update/review meetings and minutes
- Development, implementation, maintenance, and monitoring of technical project plans, directives, and agreements
- Development, monitoring, and documentation of technical project cost, schedule and performance metrics
- Technical design product quality assurance
- Configuration management
- Work planning and scheduling

- Workflow and information management
- Identifying opportunities for resolving program/project issues, and recommending the technical approach, organizational resources and management controls to be employed to meet the technical cost, performance and schedule requirements throughout program/project execution and life cycle
- Maintaining the Pre- installation, Test, and Check-out (PITCO) and Installation Integrated Master Schedule (IMS) using Microsoft Project

a) Must possess a Top Secret clearance with a current SSBI and be SCI-eligible
b) Must possess five or more recent years of demonstrated advanced, hands-on, C2 project management experience supporting the design, installation, configuration, development, integration, implementation, and testing of IS services in a complex environment with multiple classification enclaves and integrated with DoD C2 systems utilizing associated information assurance processes/procedures
c) Must possess demonstrated familiarity with Enterprise IT environments (data center, computing, storage, SAN, Cloud, network, C2 systems, security, backup/recovery, COOP, replication, policies and procedures)
d) Must possess demonstrated experience with Operations support within an ITIL Service Operations management framework, including use of Service Now or Remedy service management tools
e) Must possess demonstrated experience with IT service management best practices such as change, problem, incident, configuration and service level management
f) Must possess advanced interpersonal skills including the ability to collaborate effectively, self-awareness, and excellent written and oral communications.
g) Must demonstrate the ability to drive efficient resolution of all incidents through analytical and structured approaches to problem solving
h) Must possess a Bachelor’s Degree or Higher in Computer Science, Information Technology or related discipline; experience may be accepted in lieu of education
i) Should possess Project Management Institute’s Certified Associate in Project Management (CAPM) or Project Management Professional (PMP) certification.
j) Should possess IS certification(s) attributing to recent knowledge/mastery of and experience with current IS technologies.


Bachelors and ten (10) years or more of related experience; Masters and eight (8) years or more experience.
