Facilities Energy Manager (Contingency Hire)
DUTIES AND RESPONSIBILITIES:
The Facilities Energy Manager shall be responsible for the full scope of Naval Support facility Diego Garcia’s Installation Energy Program and serves as the Installation’s Subject Matter Expert (SME) for energy and water efficiency and conservation. The position establishes energy and water efficiency goals in accordance with regional or local directives, and goals established in accordance with Department of Energy (DoE) Federal Energy Management Program (FEMP) guidelines. The Manager performs such efforts as (1) establishing a base case model for energy use calculations, (2) frequently calculating the energy use of evolving design, (3) evaluating the use of alternative and renewable energy systems
to increase efficiency and decrease operating costs
(4) considering innovative methods such as displacement or natural ventilation, chilled beams, solar or geothermal heat, radiant or hydronic systems, heat recovery, and avoiding re-heat and air conditioning to improve indoor environmental quality, and (5) leading energy conservation programs for all base inhabitants.
Provides leadership to mobilize Contractor resources to implement projects, processes and programs to attain energy and water efficiency goals and monitors progress toward these goals.
EDUCATION / CERTIFICATIONS / EXPERIENCE / ABILITIES:
EDUCATION: Bachelor’s Degree in Civil, Industrial, Electrical, Mechanical or Environmental Engineering or other related engineering and scientific fields such as physics, chemistry, or life sciences, based on a four-year course of study.
CERTIFICATIONS: Certified Energy Manger (CEM) through Association of Energy Engineers
EXPERIENCE; The Energy Manager shall have at least five (5) years’ experience sufficient to give them knowledge of concepts, principles, and practices of electrical, mechanical, steam, and heat transfer systems and efficiency, to serve as technical authority for the full range of energy conservation programs under this contract.
ABILITIES: Must be a self-starter capable of working in a fast paced multi-discipline team environment with the ability to manage competing priorities to achieve team goals.
Proven management skills to include effective planning, organizing, directing and controlling with strong decision making capabilities. Excellent analytical skills – data driven, fact based, root cause focused. Strong negotiation and conflict resolution skills to lead a team to consensus.
Understanding of litigation and claims processes and experience with legal communities.
Excellent communication skills – verbal, written and listening .
Ability to interact with staff at all levels from craftpersons to senior executives.
Knowledge base to successfully diagnosis issues that cover multiple areas of interaction..
Fluent in English language
Must possess passport book (not passport card) with at least 12 months of remaining validity AND with at least 6 blank visa/stamp pages remaining
Must possess driver’s license with at least 6 months of remaining validity
