Fire Chief (Contingency Hire)

DUTIES AND RESPONSIBILITIES: The Fire Chief is responsible for all aspects of fire and emergency services including crash damage and disabled aircraft (CDDAR) recovery fire protection functions.

This duty includes,

but is not limited to camps, ammunition supply points, airfield, lodging facilities, retail facilities, and specialized maintenance facilities. The Chief oversees the development of policies, procedures and programs related to department management, fire ground operations, training, fire prevention, fire protection engineering, aircraft fire rescue fighting, or other related responsibilities and in accordance with NFPA and Navy regulations.

The position ensures the competency of department personnel through the implementation of applicable operating procedures and process improvement programs, establishes department training and inspections/prevention program requirements, and ensures the department can effectively implement those programs and improve the procedures as necessary. The Fire Chief assigns personnel to various duties, maximizing efficiency, given knowledge, training, and experience of the members available in accordance with policies and procedures. He/she oversees the department operations watch schedule approving and monitoring all labor cost, analyzes and interprets records and data, given fire department records system, to determine validity and recommend improvements. The position prepare an action plan, given an emergency incident requiring multiple agency operations, so that the required resources are determined and the assignment and placement of the resources are designated in order to mitigate the incident. Furthermore the Chief establishes the development of the organizational structure of the department; departmental operating procedures for administration, emergency operations, and safety; departmental budget process; information management and record keeping; the fire prevention and building safety codes and ordinances applicable to the jurisdiction; incident management system.

EDUCATION / CERTIFICATIONS / EXPERIENCE / ABILITIES

:

EDUCATION: Two year Associate’s degree in fire science or related field of study from a U.S. or U.K. accredited institution or eight (8) years of equivalent work experience. Trained to Hazardous Material (HM) awareness and HM First Response.

CERTIFICATIONS: Fire Fighter I certification issued by the International Fire Safety Accreditation Congress (IFSAC) or equivalent

EXPERIENCE; ten (10) years’ experience in managing an operation of size and scope similar to that on Diego Garcia and previous experience was within three years of hiring. Experience in a military environment is desired

ABILITIES: The candidate must be a self-starter capable of working in a fast paced multi-discipline team environment with the ability to manage competing priorities to achieve team goals.

Proven management skills to include effective planning, organizing, directing and controlling with strong decision making capabilities. Excellent analytical skills – data driven, fact based, root cause focused. Strong negotiation and conflict resolution skills to lead a team to consensus.

Understanding of litigation and claims processes and experience with legal communities.

Excellent communication skills – verbal, written and listening.

Ability to interact with staff at all levels from craftpersons to senior executives.

Knowledge base to successfully diagnosis issues that cover multiple areas of interaction.

ADDITIONAL REQUIREMENTS:

Active Secret Clearance with at least 12 months remaining validity

Fluent in English language

Must possess passport book (not passport card) with at least 12 months of remaining validity AND with at least 6 blank visa/stamp pages remaining

Must possess driver’s license with at least 6 months of remaining validity
