Morale Welfare & Recreation (MWR) Director (Contingency Hire)
DUTIES AND RESPONSIBILITIES
Responsible for developing MWR business strategies and budgeting plans while ensuring policy and procedural compliance. Position is responsible for the Non-appropriated Fund (NAF) and Appropriated Fund (APF) financial management of the MWR Department including cash flow, budgeting, internal controls, resale, payroll, reporting, purchasing, analysis and evaluation. The Director reviews all financial reports to determine overall operation trends and evaluates such trends in terms of possible changes or shifts in department budget. The positions provides supervision direction and review of the clubs, activities, recreation, and marina administrative and operational aspects to include hours of operation, operating criteria, techniques for stimulating and maintaining interesting and effective MWR programs for each facility and ensures acceptable/ appropriate business practices. Duties include measuring the organizations performance over time and corrects failing strategies.
Meets program goals by developing broad plans and establishes long range objectives for the program. Assures that facilities are well maintained, safe, suited to the needs of the various tenant commands, and cost effective to operate. Resolves financial, personnel and operational problems that impact the effectiveness of MWR programs.
Maintains an effective and productive work force through technical and administrative supervision and serves as the representative and spokesperson of the NSF-Diego Garcia MWR program.
EDUCATION / CERTIFICATIONS / EXPERIENCE / ABILITIES
Bachelor’s degree from an accredited college or university with a major study in one or more appropriate area(s) of recreation, hospitality, food and beverage or business related fields.
BUPERS qualification standards for a MWR Director classified as NF-1101 position or equivalent.
EXPERIENCE; Five (5)
years specialized experience as a NF-5 of NAFI or as a senior manager in a similar or equivalent capacity in civilian commercial business.
ABILITIES: The candidate must be a self-starter capable of working in a fast paced multi-discipline team environment with the ability to manage competing priorities to achieve team goals.
Proven management skills to include effective planning, organizing, directing and controlling with strong decision making capabilities. Excellent analytical skills – data driven, fact based, root cause focused. Strong negotiation and conflict resolution skills to lead a team to consensus.
Understanding of litigation and claims processes and experience with legal communities.
Excellent communication skills – verbal, written and listening.
Ability to interact with staff at all levels from craftpersons to senior executives.
Knowledge base to successfully diagnosis issues that cover multiple areas of interaction.
Most hold US Passport
Fluent in English language
Must possess passport book (not passport card) with at least 12 months of remaining validity AND with at least 6 blank visa/stamp pages remaining
Must possess driver’s license with at least 6 months of remaining validity
