About the Position:
Deliver the rolling 18 month Complex Construction Capital Work Plan for designated geography. Coordinate with stakeholders (eg, CYWP, Construction Supervisors, Transmission Support, Project Managers, and Contractors) to develop/deliver efficient and cost effective, levelized internal/contractor work plans. Identify and implement consistent work practices, procedures, and capabilities across Project Management & Complex Construction to streamline, automate, and stabilize Construction Planning tasks and ensure the efficient and most effective use of resources with moderate supervision.
Position Responsibilities (including but not limited to):
Capital Workplan Implementation
Develop, optimize/levelize, update, and deliver the rolling 18 month Transmission Construction Work Plan for a geographic area, encompassing an average of 200 internal/external resources (with potential for increases to 250-400 resources over time).
Implement Construction Planning strategies/initiatives and coordinate both internal and external construction resources to optimize progress on capital work in 100% compliance with safety, quality, and cost control requirements.
Co-ordinate crucial internal relationships with Transmission Engineering, Environmental Management, Stakeholder Management, Resource Planning (CYWPM), Real Estate, Project Management, Estimating Centre of Excellence, and Outage Coordination to ensure smooth completion of assigned projects.
Monitor monthly internal and/or contractor resource level, resource predictions, performance, and implementation plan progress for assigned geographic area and/or junior resource planners to be certain that appropriate resource levels are being utilized.
Maximize planning and scheduling techniques to drive efficiencies in internal and/or contractor performance.
Monitor upstream dependencies, facilitate construction schedules, and set priorities for Construction Supervisors, to execute the work plan, evaluate/resolve planning and implementation issues, and to ensure timely delivery of projects to both internal and contracted stakeholders.
Foster and manage internal and contractor relationships that encourage open/honest communication and drive performance, quality, efficiency, customer service, issue resolution, and work plan successes.
Drive Internal and/or Contractor performance/progress through monitoring construction project status, assessing schedule performance, reassigning resources, and developing management information to assess future internal/contractor workload assignments, ensure efficient work plan delivery and timely internal stakeholder support.
Continuously review Construction Planning processes to identify and implement best practice, identify more efficient methods of planning, and manage and resolve Construction Planning issues and roadblocks.
Update and oversee the use/completeness of the Construction Supervisor database, to ensure data accuracy and reporting capabilities.
Collaborate closely with the Transmission Lead Construction Planner to facilitate.
Constructability reviews, feasibility of construction, estimation development, and risk register development.
Interact and communicate closely with key stakeholders (eg, CYWP Management, Engineering, Business Services, Supply Chain, Contractors, and other participants) to ensure timely project completion and optimal Work Plan.
Monitor project financials and report project overruns and underspends.
Provide supporting documentation and participate in the Resource Planning Monthly Review meetings.
Develop and manage forecasting models for contractor unproductive time as well as historical lost time due to storm response.
Close coordination with Supply Chain and Construction Supervisors to assure the timely requesting and delivery of materials.
Support PM&CC leadership by ensuring developed KPIs and milestones are met, tracked, and reported.
Analytical ability to develop understandable adhoc reports, that translate raw data into meaningful submissions that support initiatives of the Construction Planning Department.
Comprehensive understanding of OH transmission electric project design. Including construction standards, compatible units, material units, and design points.
Demonstrated understanding of contractor units, the application of contractor units, associated labor relatives and estimated costing.
Demonstrated ability to create a mapping scheme of CU, MU to CTU and all permutations that exist to predefined criteria.
Continuous monitoring, review and updating of the mapping scheme to remain current with possible design, construction standard, and work methods changes.
Development of a constructability review, risk register, design review, and KPI performance measurements processes that will support a Project Estimate.
Review final estimated costs and risk register delivered by contractor and make recommendations for approval/rejection.
Develop KPI measurements that drive contractor and internal performance.
Compile and report results of KPI activity through out the fiscal year to Senior Management.
Support weather related incidents; including managing the internal and/or contractor crew transfer sheet process and providing Emergency Storm room support in both NY and NE.
Lead the represented internal work force in the safe and efficient restoration of the NG transmission system, as needed.
Support Distribution Operations when requested, during storm events.
Knowledge & Experience Required:
Bachelor’s degree in Construction Management, Design Engineering or 1-3 years of equivalent experience.
Experience in Electric Transmission Line overhead construction techniques.
Experience in transmission “Live Line” methods using both hot stick and bare hand techniques.
Demonstrated successful delivery of large projects requiring project management oversight.
Proficiency in Primavera, Powerplant, and Business Objects.
Work towards Project Management Certification a plus.
Strong background in Construction Management, Design Engineering, or Construction Estimating.
Broad knowledge of OH Transmission Line or 1-3 years of previous experience with Field Operations or related department.
Knowledge of electric equipment and materials, electric theory, and transmission line construction practices.
Understanding of Electric Operating Procedures, NG Transmission Construction Standards, Environmental Best Management Practices (BMP’s), Project Management Playbook, Outage Coordination Timelines, and basic electric safety rules.
Experience in project planning and portfolio planning to maximize efficiencies and garner savings.
Demonstrated computer skills, including the use of Primavera, SAP, Corridor Manager, Transmission Outage Application (TOA), Transmission System One Line Diagrams, and specialized programs.
Proficiency in Windows based applications (Excel, Word, Powerpoint, etc).
