The Department of State, Bureau of Diplomatic Security (DS), Office of Security Technology (ST), is responsible for the Department's Personnel Tracking & Locator Program (PTL). PTL utilizes GPS satellite tracking for personnel, vehicles and aircraft. It is designed to maximize visualization of designated assets traveling and conducting operations in hostile or hazardous areas. This position serves as a domestic team leader and will be responsible for working with DS/C/ST to provide operational, technical, and logistical services pertaining to the management of the overall PTL hardware/software requirements and network availability.

Job Duties & Responsibilities:
• Provide logistical support for all levels of the PTL program to include planning and projects current and future PTL system/hardware requirements in order to ensure consistent operation and availability.
• Perform the procurement, packing and shipment of PTL systems and fly–away kits.
• Assists testing vendor repaired items to verify that they are operational prior to returning said items to the field.
• Identifies replenishment requirements of PTL hardware.
• Overseas travel to high threat locations may be required up to 35%.
• Delivers equipment to State Department Logistical Operations Center (LOC) located in Springfield, VA.

• High School Diploma plus ten years of experience is required; Bachelor’s Degree and five years of experience is also acceptable.
• Must have expertise in large-scale logistics. Familiarity with tactical tracking operations is a plus.
• Minimum 5 years professional work experience in a military or government environment is required
• Must be proficient with Microsoft Suite of products including, Word, Excel, Access and E-mail business software.
• Must demonstrate a good attitude and ability to work as a member of a team. Position requires self-motivation and the ability to work effectively under a minimum of supervision. Must be able to multi-task efficiently, work in a fast paced environment on multiple projects, and have a strong attention for detail.
• Knowledge of Government procurement systems is a plus.
• Ability to communicate and coordinate actions effectively with individuals at all organizational and management levels, including other agencies outside of the Department.
• Must be proficient with Microsoft Suite of products including, Word, Excel, Access and E-mail business software.

Physical Demands:
The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this position. The employee must be able to stand, walk and sit for a prolonged period of time; use hands and/or fingers to handle or feel objects, tools or controls; operate office equipment; reach with hands and arms; climb stairs; balance; stoop; kneel; talk and hear. Specific vision abilities required by the job include close and distant vision. The employee must occasionally lift and or move up to 50 pounds. Medical conditions or physical impediments may disqualify candidates from overseas work where comprehensive medical care may be limited or unavailable, or where the condition or impediment would put the individual at unacceptable risk. Duties may be performed in an active combat zone where the employee would be required to seek shelter. There may be stress, psychological and physical hardships, and the possibility of living in field conditions associated with this position.

Travel: May be required to travel OCONUS to facilities in critical threat locations around the world with austere living conditions. Domestic travel may be required for training and program coordination. Overall travel is projected to be 35%

Work Environment: Full-time, 40-hour week in a general office and warehouse environments.

Living Environment:
When deployed, lodging, meals, medical and basic life support services will be provided while in a theater of operations, as well as the prevailing per diem rate for incidental expenses (I&E). Living conditions are basic / challenging with sparse amenities which include sharing a tent or plywood structured living quarter with other civilian or military personnel with shared bathrooms within close proximity and no cooking facilities other than microwaves.

Work Location: DOS Chief of Mission sites OCONUS. Any stateside work location will likely be in DOS Annexes in Arlington and/or Springfield, VA.
