This position supports the protection of classified information through the identification and evaluation of new information and telecommunications technologies. This mission is accomplished primarily through the evaluation of hardware devices and their application to determine compliance with Department information technology and telecommunication requirements and to ascertain subsequent threats and technical security hazards to classified information.
All evaluations are performed in-house using state-of-the-art non-destructive testing and analysis equipment within the radio frequency and computer network laboratories. Mitigation strategies are also formulated based on results of research and experimentation. This position also performs important liaison responsibilities with other inter-agency and INTECSEC community partners. This ensures that the Department’s interests are represented and precludes duplication of efforts to determine vulnerabilities and testing.
This position will be responsible for evaluating new technologies and possible security vulnerabilities associated with them. Assist in the planning of policies and guidelines involving state-of-the-art equipment and their possible implementation in State Department resources. Also responsible as Project Manager in testing the vulnerabilities associated with the software applications and hardware for networks. This individual works directly for the Branch Chief of the Technology Evaluation Branch of the U.S. Department of State Bureau of Diplomatic Security and Countermeasures Program. The employee will work with a laboratory focused local area network.

Job Duties & Responsibilities:
• Design and deployment of network and video infrastructure cabling.
• Ability to analyze computer and network architectures, to optimize network performance, security, and laboratory testing functionality.
• Must have excellent oral and writing communication skills in order to document testing procedures, results, and recommendation for the secure implementation of tested technologies to senior Department of State managers.
• Ability to troubleshoot a variety of hardware and software issues in a timely manner while under tight time and resource constraints.
• Must have the ability to perform research, test, review and report on emergent technologies as well as the knowledge and ability to implement a Public Key Infrastructure (PKI) solution.

• Five years of experience with a Masters Degree in computer science or engineering; or at least ten years of equivalent work experience with a Bachelors degree in computer science or engineering or equivalent work experience.
• Previous experience working in the U.S. Department of State is desirable.
• Experience in the design, configuration, and testing of personal computer and network software components in a laboratory environment.
• Scripting and software programming experience required.
• Experience in software programming and command line interface.
• Experience in setting up patch management software and backup management solutions.
• Experience with commercial and government best practices in securing computers, networks, and mobile devices.
• Experience with building Local Area Networks (LANs), Wireless Local Area Networks (WLANs) and Metropolitan Area Networks (MANs).
• Detail understanding and experience in the fluency of mobile Android/iOS/Blackberry.
• Wi-Fi, RFID, Bluetooth, TCP-IP, VoIP experience desirable.
• Project Management experience desirable.
• Understanding of how to configure Window servers.
• Knowledge of use in all major windows applications.
• Detail understanding and experience in the fluency of mobile Android/iOS/Blackberry. Knowledgeable of system architecture, device management and deployment as well as application design.
• Knowledge of active directory application mode, light-weight directory access protocol, and online certificate status protocol.
• Knowledge of bandwidth utilization.
• Hardware knowledge, low voltage electronics/circuit design, logic analysis and Breadboard experience all desirable.
• Wi-Fi, RFID, Bluetooth, TCP-IP, VoIP experience desirable.
• Project Management experience desirable.
• Willingness and ability to learn new applications.
• Self-starter, creative and flexible.
• Must work well in a small team environment.
• C, C++, Objective C, Java, communication protocol implementation, Wi-Fi, RFID, Bluetooth, TCP-IP, VoIP, Linux/Windows/OSX fluency, scripting.
• Linux/Windows/OSX fluency required.
• Familiarity with USG policies regarding computers and networks.

Physical Demands:
Able to occasionally stand; walk; sit; use hands and/or fingers to handle, or feel objects, tools or controls; operate office equipment, reach with hands and arms; climb stairs; balance; stoop; kneel; talk or hear;. The employee must occasionally lift and or move up to 75 pounds.

• Must have a current US Government TOP SECRET Personnel Security Clearance and be able to qualify for SCI access
• U.S. Citizen.
• Must have a current US Government Single Scope Background Investigation (SSBI) (less than 4-1/2 years old) or be able to successfully complete a U.S. government administered Single Scope Background Investigation.

Work Location:
• This position is located in Arlington, VA and requires working in both office and laboratory environments. Some travel both domestically and internationally may be required based on business demands.
