This is a TDY Position.

The Department of State, Bureau of Diplomatic Security (DS), Office of Security Technology (ST), is responsible for the Department's Personnel Tracking and Locator Program (PTL). PTL utilizes GPS satellite tracking for personnel, vehicles and aircraft. It is designed to maximize visualization of designated assets traveling and conducting operations in hostile or hazardous areas. This position serves as a domestic team leader and will be responsible for working with DS/C/ST to provide operational, technical, and logistical services pertaining to the management of the overall PTL hardware/software requirements and network availability.

Job Duties & Responsibilities:
• Manage the logistical support for all levels of PTL program to include planning and projects current and future PTL system/hardware requirements in order to ensure consistent operation and availability.
• Supervise the procurement, packing and shipment of PTL systems and fly –away kits.
• Develop and manage PTL systems logistical support plans and processes that provide for maintenance logs, shipment tracking, and inventories of equipment.
• Identifies replenishment requirements and work with the team to recommend upgrades and/or enhancements to maximize effectiveness and functionality of PTL hardware.
• Responsible for the development and updates to necessary documentation such procedure, policy, guidelines, and manuals.
• Responsible the COMSEC for the PTL tracking program
• May be required to travel TDY to conduct training, inventory, repair hardware both standalone satellite tracking and networked systems at US Embassies in critical threat locations around the world.
• Maintain an inventory system, perform requisitions, create and complete work orders on the Computerized Maintenance Management System (CMMS).


Qualifications:
• Bachelor’s Degree plus ten years of experience preferred; High School Diploma plus fifteen years of experience can substitute for a Bachelor’s Degree.
• Must have technical expertise in inventory and logistics, tactical tracking operations.
• Experience as a COMSEC custodian is desirable.
• Experience with Computerized Maintenance Management Systems. Preference would be the IBM Maximo system.
• Minimum 5 years professional work experience in a military or government environment is highly desirable.
• Ability to communicate and coordinate actions effectively with individuals at all organizational and management levels, including other agencies outside of the Department.
• Must be able to multi-task efficiently, work in a fast paced environment, and have a strong attention for detail.
• Possess excellent writing and verbal skills.
• Possess excellent interpersonal skills, with the ability to build/maintain professional working relationships; be proactive with the ability to work in a fast-paced environment, while handling multiple tasks simultaneously
• Experience with Microsoft Windows operating systems, Microsoft Office, SharePoint, etc.
• Must be able to multi-task efficiently, work in a fast paced environment, and have a strong attention for detail.

Supervisory Responsibilities:
The Technical Operations Team Lead will be required to provide assistance and direction to contractor personnel.

Physical Demands:
The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this position. The employee must be able to stand, walk and sit for a prolonged period of time; use hands and/or fingers to handle or feel objects, tools or controls; operate office equipment; reach with hands and arms; climb stairs; balance; stoop; kneel; talk and hear. Specific vision abilities required by the job include close and distant vision. The employee must occasionally lift and or move up to 50 pounds. Medical conditions or physical impediments may disqualify candidates from overseas work where comprehensive medical care may be limited or unavailable, or where the condition or impediment would put the individual at unacceptable risk. Duties may be performed in an active combat zone where the employee would be required to seek shelter. There may be stress, psychological and physical hardships, and the possibility of living in field conditions associated with this position.


Travel: May be required to travel OCONUS to conduct installation, training or maintenance at diplomatic facilities in critical threat locations around the world with austere living conditions. Domestic travel may be required for training and program coordination.


Work Environment: The CONUS work locations will be in DOS Annexes in Arlington and/or Springfield, VA. The location of high-risk environments will be disclosed upon interview.

• Obtain/Maintain TS/SCI Required
• U.S. Citizen.
• Must have a current US Government Single Scope Background Investigation (SSBI) (less than 4-1/2 years old) or be able to successfully complete a U.S. government administered Single Scope Background Investigation. Advertisement
