Program General Manager (Contingency Hire)

DUTIES AND RESPONSIBILITIES

: The Program General Manager (PGM) shall have full authority to act on behalf of KBR and shall be fully responsible for the overall management and coordination of this contract. The PGM shall be the central point of contact with the Government for the performance of all work under this contract he/she strives to create, implement, and model a customer-centric organizational culture that focuses on efficient delivery of customer service and achievement of customer delight.

In this capacity, the Manager provides strategic and tactical planning to meet the objectives of the contract and joint venture. The overarching responsibility is to manage the human and financial resources entrusted to the organization in an efficient, prudent, and fiscally responsible manner. The position recommends strategies, policies, programs and practices to NAVFAC and/or KBR JV Board of Managers as appropriate and assumes full responsibility for implementation of those approved. One key responsibility is the implementation of standard management programs, processes and practices to ensure work is performed in the most cost-effective manner and in accordance with approved budgets and schedules.

The PGM ensures compliance with all contractual, regulatory, and jurisdictional requirements and leads the organization to achieve the highest levels of safety, work quality, schedule compliance and cost effectiveness. Under the Manager’s purview the organization ensures the availability of a highly talented, motivated, and productive work force. Another key duty is the development of business programs and management practices to minimize employee turnover for high potential individuals.

EDUCATION / CERTIFICATIONS / EXPERIENCE / ABILITIES

:

EDUCATION:

Bachelor's degree

in Engineering science, construction management, or related technical field (physics, chemistry), based on a four-year course of study from a U.S. or U.K. accredited college, university or equivalent institution or eight (8) years of equivalent work experience.

CERTIFICATIONS: Project Management Professional (PMP) certification is desirable.

EXPERIENCE;

Ten (10) years of experience in a position of overall management responsibility for

10 million-plus dollar contract including experience in multi-function base operations. Two (2) years of experience shall be as an independent field manager. Experience in a management or supervisory capacity in a remote location with a multi-national work force is highly desirable

. ABILITIES: The candidate must be a self-starter capable of working in a fast paced multi-discipline team environment with the ability to manage competing priorities to achieve team goals.

Proven management skills to include effective planning, organizing, directing and controlling with strong decision making capabilities. Excellent analytical skills – data driven, fact based, root cause focused. Strong negotiation and conflict resolution skills to lead a team to consensus.

Understanding of litigation and claims processes and experience with legal communities.

Excellent communication skills – verbal, written and listening.

Ability to interact with staff at all levels from craftpersons to senior executives.

Knowledge base to successfully diagnosis issues that cover multiple areas of interaction.

ADDITIONAL REQUIREMENTS:

Active Secret Clearance with 12 monthly remaining validity

Fluent in English language

Must possess passport book (not passport card) with at least 12 months of remaining validity AND with at least 6 blank visa/stamp pages remaining

Must possess driver’s license with at least 6 months of remaining validity
