Summary:

The Program Manager/Contract Manager plans, directs, and coordinates support operations. The PM performs day-to-day management of the program, and develops long-term and strategic objectives to ensure that Government requirements are fully satisfied. The PM is expected to have a solid understanding of industry best practices for managing and must be able to provide innovative solutions to meet the needs of this dynamic work environment. 

Essential Duties and Responsibilities:

- Serves as the primary focal point through which communications, work assignments, and technical direction flow between the Government and the Contractor.
- Serves as the authorized representative for the contractual, technical, and administrative performance of all services required under this contract.
- The PM shall ensure contract requirements are executed at a level equal to or higher than stated standards and shall strive for complete customer satisfaction.
- Establish and maintain effective customer relationships with the goal of maintaining a mutually beneficial business relationship with the Government.
- Must be available during normal Government business hours to plan, direct, and control the overall management and operational functions specified within the contract. After normal business hours, the PM shall be available within two hours, after notification, to meet on-site with the Government’s Contracting Officer or the designated representative(s).
- Establish and implement streamlined processes and procedures enabling the Contractor to rapidly respond to surge requirements for increased contract personnel.
- Stays abreast of advances in technology especially as they relate to the contract.

Qualifications - Experience, Education and Licensure:

Required:

The Contract Manager shall have a bachelor’s degree in computer science, information technology, communications systems management or an equivalent technical degree from an accredited college.  This individual should have fifteen (15) years of general facilities management experience, ten (10) years of which is desired in project management in support of network management projects. This experience should include the following:

- Planning and directing tasks
- Determining resource requirement and costs
- Preparing schedules
- Assigning work to subordinates
- Monitoring progress of task and preparing progress reports
- Reviewing products before they are delivered
- Communicating with all levels of management orally and in writing
- Must hold a Secret Clearance.

Knowledge, Skills and Abilities:

- In-depth knowledge of the Web Center of Excellence (CoE)/Rapid Web Development-Implementation Support Services.
- Must possess highly developed interpersonal, analytical and communication (written and verbal) skills and demonstrate the ability to manage in a diverse and dynamic environment with short-notice tasking under high pressure situations.
- Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
- Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
- Knowledge of principles and procedures for personnel recruitment and selection.

Essential and marginal functions may require maintaining physical condition necessary for bending, stooping, sitting, walking or standing for prolonged periods of time; most of time is spent sitting in a comfortable position with frequent opportunity to move about.  On rare occasions there may be a need to move or lift moderately light items up to 25 pounds. Near visual acuity to review written documentation; ability to hear and understand speech at normal room levels and on the telephone; manual dexterity to operate a telephone and keyboard; lift horizontally and vertically

Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse and multi-line telephone system.

During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.

Supervisory Responsibilities:

As assigned.

Additional Qualifying Factors:

As a condition of employment, must pass a pre-employment drug screening, as well as have acceptable reference and background check results.  May be subject to a government security investigation and must meet eligibility requirements for access to classified information. Only US citizens are eligible for a security clearance. Must have or be eligible for security clearances.
