SAIC has an exciting new opportunity for an Senior Joint Cyberspace Operations and Plans Analyst in Fort Meade, MD with the technical and operational experience needed to make a difference for the warfighter and our Nation.

This work will be as a member of a small team within United States Cyber Command. The successful applicant will serve as a subject matter expert with a primary focus on Joint, Combatant-Command-level Mission and warfighter needs analysis in support of tactical, technical, and operational cyber engineering and systems analysis. A consummate ability to adapt doctrinally sound line-of-effort and course-of-action development techniques, as well as application of sound center-of-gravity analysis techniques to complex, technical problem sets is a must. The ideal candidate will also be exceptionally comfortable writing and briefing to cyber operators and Flag Officers alike. Qualified candidates must possess TS/SCI security clearance and be able to obtain a CI POLY.

PROBLEM COMPLEXITY: Provides technical solutions to a wide range of difficult problems where analysis of data requires evaluation of identifiable factors. Solutions are imaginative, thorough, practicable and consistent with organization objectives.
FREEDOM TO ACT: Works under only general direction. Independently determines and develops approach to solutions. Work is reviewed upon completion for adequacy in meeting objectives. Demonstrates good judgment in selecting methods and techniques for obtaining solutions.
IMPACT: Contributes to completion of specific programs and projects. Failure to obtain results or erroneous decisions or recommendations would typically result in serious program delays and considerable expenditure of resources.
LIASON: Frequent inter-organizational and outside customer contacts. Represents organization in providing solutions to difficult technical issues associated with specific projects.

Utilize in-depth knowledge of cyber capabilities and the Joint Operational Planning process to Identify, track, and resolve issues impacting training, exercises, and daily operations. May provide crisis action and deliberate planning support for offensive and defensive operations. Ensure exercise activities adhere to customer exercise plans, policies, and procedures to establish overall objectives, priorities and plans for the joint exercise program, assuring focus on issues and challenges critical to pursuit of cyberspace operations. Extensive experience with the Joint Exercise Life Cycle and Joint Operational Planning process is required to ensure appropriate recommendations to Command authorities and resources for applicable staff elements. Duties include Synchronizing plans and requirements with major military exercises; reviewing and evaluating cyber policy directives/documents and issue papers; assisting customers with identifying and developing requirements; providing the technical research analysis and recommendations to develop cyberspace courses of actions, tactics, techniques and procedures in order to support cyberspace operations. In addition planners must apply analytical methodologies to assess measures of performance for operation scenarios and develop documents such as after action reports, lessons observed and learned and well as results and conclusions. Complete understanding and wide application of technical principles, theories, and concepts in the field. General knowledge of other related disciplines. Receives assignments in the form of objectives and establishes goals to meet outlined objectives. Provides direction to employees according to established policies and management guidance. Work is reviewed by management to measure whether objectives have been met.

Education Requirement:

Bachelor’s Degree in Computer Science, Information Technology, Intelligence Studies, or other analytic related field and 9+ of overall experience. Additional 4 years of intelligence experience may be considered in lieu of degree.

Required Qualifications:

Experience with strategic or operational planning in support of military service elements, Joint commands, DoD agencies, non-DoD organizations, or foreign nations

Experience in working with senior civilian and senior military staff

Experience in working on military service or Joint planning staffs, including A3, A5, S3, S5, G3, G5, N3, N5, J3, or J5

Knowledge of US military processes, methodologies, and orders

Additional Qualifications:

Experience with Cyberspace Operations planning

Graduate of Military Service or Joint Cyber Planning Course

Graduate of Joint Professional Military Education (JPME) Course

Clearance Requirement:

Must currently possess a TS/SCI security clearance and the ability to obtain a TS/SCI with a Counter Intelligence (CI) Polygraph
