Job Description:

Program Management Analyst as part of an integrated program as a direct report under the Senior Program Manager; provides program support across multiple projects, supporting the project initiation, planning, execution, monitoring, controlling and closure. Supports the financial analysis of multiple project baselines to ensure execution and to identify variation of baselines. Supports the creation and management of several integrated master schedules (IMS). Supports the creation of basis of estimates (BOE), cost estimates, and unsolicited proposal ROMs. Conducts risk management and mitigation, leading the risk mitigation strategies across multiple projects. Supports the oversight and management of subcontractors, including the interface with AMCOM EXPRESS contract staff and subcontractor teams. Researches, staffs, coordinates, and briefs program reviews, program updates, and bi- weekly financial and risk reviews. Oversees daily actions and quality of other analysts assigned to the program operational team in support of the Program Manager.

Education and Experience:

Bachelor’s degree with concentration in Finance and/or Business

Must have a minimum of four (4) years of program analyst experience, or operational experience, or financial analyst experience, with at least one year of experience with financial/budget analysis experience

Required Qualifications:

Must have experience with AMCOM EXPRESS financial analysis for both travel and labor SLINs.

Must possess excellent written and oral communications skills; will be required to research, build, staff, and present information and decision briefings at the GS14 thru SES/General Officer levels; must have experience in preparing and briefing Intelligence reports, summaries, technical papers, and oral presentations.

Must have expert level abilities with the Microsoft SW suite, including Word, Power Point, and Excel, and a working knowledge with Project and Sharepoint. Candidates should expect to be required to demonstrate these skills as part of interview process, and a sampling of their work is desired if selected for interview.

Desired Experience:

MORADO and Cost Point experience; has experience with building cost estimates (ROMs) and basis of estimates (BOEs)

Military and/or operational experience.

Clearance Requirement:

Must have active Secret Clearance with ability to obtain a TS/SCI with H/Gamma/TK/SI and NATO-clearances
