The Project Manager (PM) has the overall responsibility and accountability for the operational and administrative tasks and activities of GeoNorth’s contract with the Indian Health Services (IHS) Office of Environmental Health and Engineering (OEHE). The PM will facilitate informal communication between team members and for the sharing of requirements, constraints and ideas. This includes formal and informal in-person meetings and reviews, impromptu briefings, effective teleconferencing, and secure electronic mail. The PM will also manage, organize, plan, direct, coordinate, control, administer, monitor, and oversee the technical and administrative tasks/activities of the contract and awarded task orders. This position will physically work out of the IHS OEHE office in Rockville, MD and has the overall responsibility for contract/task order performance, quality of services, supervision of employees, personnel administration, responsiveness, and contract/task compliance.

Essential Duties and Responsibilities:

  • Serves as the senior on-site company representative responsible for the overall management and coordination of the contract and represents the company in all matters related to the execution of the contract.
  • Serves as the central point of contact for the contract/task order technical, administrative and management functions and the performance of all work.
  • Serves as the focal point through which communications, work assignments and technical direction flow between the Government and the company.
  • Works directly with the IHS OEHE Director, and based on his direction, works collaboratively within the OEHE community to identify, communicate, coordinate, recommend, develop, and implement comprehensive data systems initiatives.
  • Interacts and communicates regularly with all IHS OEHI Divisions in order to understand data system needs/requirements, provide status on task(s) progress, identify potential system initiatives/enhancements, maintain effective communication exchange, and positive relationships.
  • Works closely with the Contracting Officer, IHS OEHE Director and Contracting Officer Representative to provide effective and efficient task order management.
  • Provides coordination of all tasks/activities across all contract tasks and sub-tasks.
  • Provides the leadership and direction to the technical team, sets priorities, and keeps tasks/activities on schedule to ensure successful and effective task/task order execution.
  • Routinely communicates with technical Task leads to identify initiatives, coordinate task execution, and assess task performance.
  • Provides technical oversight on Geographic Information Systems (GIS) related tasks and assist IHS OEHE in steering the agency’s GIS activities and helping to set its strategic direction.
  • Performs technical and management functions necessary to ensure effective contractual performance, including cost, schedule, task performance, staffing, and quality control.
  • Provides effective management and leadership of all support personnel and project staff.
  • Provides prompt turnaround for task order provisions and Technical Instructions (TIs).
  • Performs resource allocation and workload assignment for timely deliveries.
  • Ensures that task order deliverables (as applicable) meet quality standards and contract requirements.
  • Develops best practices to improve task order performance.
  • Utilizes risk identification and mitigation process on an ongoing basis and conveys effectively to IHS OEHE management.
  • Interfaces daily with key contract stakeholders, conducts on-site meetings/presentations, prepares written reports summarizing current active tasks/activities, potential initiatives, and prepares meeting minutes of key discussions and other areas of customer interest.
  • Develops scoping documents for the various contract tasks/sub-tasks.
  • Provides recommendations and rationale for improving customer data systems integration.

Qualifications - Experience, Education and Licensure:


  • Bachelor’s Degree in Management, Business, Engineering, or another related field.
  • A minimum of ten (10) years of progressively responsible Information Technology (IT) management/supervisory experience, with at least five (5) years of experience as a Project Manager managing and supervising an IT data systems technical staff. Experience must be within the last three (3) years.
  • A minimum of ten (10) years of hands-on IT experience to include Geographic Information Systems (GIS), web application development and support, analysis and modeling support, and/or system architecture management. Experience must be within the last three (3) years.
  • Demonstrated knowledge and experience with federal Government contracting.
  • Must be able to pass a background check/investigation and may be required to attain and maintain a Department of Defense security clearance.
  • Experience in program office operations management, budgeting, planning and preparation of reports and proposals.
  • Must have strong experience in team building and personnel development.


  • Ten+ years of experience at the IT Project Manager level.
  • Project Manager Professional (PMP) certification from the Project Management Institute or other equivalent sources.
  • Ten+ years of hand-on experience with GIS.
  • Three years Federal Government contracting experience.
  • Possess an active federal Government security clearance or has held one within the past two (2) years.

  • Works independently, exercises sound judgment and considerable initiative to determine the approach or action to take in non-routine situations.
  • Knowledge of business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources.
  • Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Knowledge of principles and procedures for personnel recruitment and selection.

Supervisory Responsibilities:

  • Supervises, coordinates, and manages IT technical support personnel and task order assignments.

Additional Qualifying Factors:

As a condition of employment, must pass a pre-employment drug screening, as well as have acceptable reference results. May be subject to a government security investigation and must meet eligibility requirements for access to classified and/or sensitive information. Only US citizens are eligible for a security clearance. Must have or be eligible for security clearances.
