There are three positions - 1 Manager and 2 Specialists

Operational Contract Support Planners shall:

? Assist in planning, logistics estimates, concepts of support, and coordination with joint service component commands and subordinate headquarters. Broad thought and experience is required to understand the effects of long-range, near-term, and current operations into the build of theater posture; related to contingency plans the contractor shall use military support plans developed across the operational area and advise on solutions for base life support, transportation, engineering, and service-based contracts to mitigate the gap between military capability and that which is needed for full sustainment support.

? Assists, within the scope of assigned responsibilities, in the tracking of contracts.

? Analyzes contract requirements and provide recommendations for revisions as contracts proceed through the acquisition life cycle.

? Provides recommendations regarding contract strategies to best accomplish the project acquisition plan.

? Possess detailed knowledge of all facets of sustainment and its integration to develop detailed concepts commensurate with presentation at the one level and higher.

MAJOR FUNCTION ? Track and work any major contract management issues such as getting a copy of the contract; notification of when a contracted has been awarded; contract battle-handover with rotating units; identification of COR; and etc.

? Review all orders, policies, etc., for OCS interests.

MAJOR FUNCTION ? Assist with maintaining OCS policy, operational guidance documents, and higher command OCS policies.

MAJOR FUNCTION ? Assist requiring activity with the development of the contract performance work statements ( reviewing the revising ) and provide recommendations to military superiors in analysis of theater requirements

MAJOR FUNCTION ? Assist in the establishment and maintenance of USARCENT OCS Common Operating Picture which provide the USARCENT Commander and subordinate commanders a picture of how much money is spent on contracts, the number of contracts supporting a certain country, and the number of contractors supporting contracts by location.

? Liaise with USCENTCOM to integrate ASCC contract requirements into an overall contractor concept of support for the USCENTCOM area of operations.

? Participate in workgroups, boards, and committees to recommend contract efficiencies as it pertains to use in future operations.

? Participate in Operational Contract Support Integration cells to align country-based contract capabilities into a seamless support plan for current operations at remote operational locations.

MAJOR FUNCTION ? To determine the scope of work required and shall assist requiring activity with developing performance work statements for base life support, transportation, services, and essential services requirements.

MAJOR FUNCTION ? Assist in in-theater Requirement Review Board packet assembly to ensure accuracy and completeness of packet prior to contract submission for approval and assist in pre-submission analysis to ensure contract submissions are not duplicative to existing contracts. (Contractor must sign non-disclosure agreement)

? Assist in the review of contractor personnel management policies and procedures to ensure compliance with U.S. Statutes and DOD policy and directives.

? Assist with contract management of contract awarded in CENTCOM AOR.

? Provide recommendations to leadership on alternative acquisition strategies when adequate resources are not readily available to achieve operations goals.

? Maintain AOR specific OCS lessons learned.

? Attend conferences, workshops, and meetings required to integrate OCS programmatically into COCOM plans and ensure that Annex W is updated and accurately reflected in support of these plans.

Minimum Requirements:

Manager:

1. Bachelor?s degree in Business, Engineering or related-area. (Procurement/Supply Chain preferred)
2. DAWIA Level 2 or FAC Level 2 required
3. Minimum of five years of experience with planning, organizing, coordinating, and managing logistics and acquisition activities
4. Minimum of two years of experience with pre-award procurement activity, such as: analyzing requirements, drafting performance work statements and statement of work, performing market research and developing cost estimates, procurement planning, and tracking and monitoring procurement activities to ensure compliance with DoD policies, Army Regulations and unit Standard Operating Procedures

Specialist x 2
1. Bachelor?s degree in Business, Engineering or related-area. (Procurement/Supply Chain preferred)
2. DAWIA Level 2 or FAC Level 2 required
3. Minimum of two years of experience with pre-award procurement activity, such as: analyzing requirements, drafting performance work statements and statement of work, performing market research and developing cost estimates, procurement planning, and tracking and monitoring procurement activities to ensure compliance with DoD policies, Army Regulations and unit Standard Operating Procedures
