Full Time Employee Contractor
CGI Federal, GSSC, is seeking a Facility Security Officer (FSO) to serve as a key member of a very dynamic facility. The qualified candidate will be well-versed in all security disciplines to include personnel and physical. Knowledge of Foreign Ownership, Control or Influence is recommended but not required. The FSO will be the "Subject Matter Expert" on all security matters and will work with and report to the Corporate FSO for strategic actions and site management for day-to-day tactical actions). The selected individual must present a professional appearance, possess candor and be able to communicate effectively (both orally and written) with senior management. This position will also support administrative functions when available.
Principle Duties and Responsibilities
The FSO will be responsible for the oversight of day-to-day security procedures and processes that support multiple government agencies. In addition the successful candidate will:
? Ensure compliance with the National Industry Security Program (NISP).
? Develop, Coordinate and Conduct all security training.
? Coordinate Security inspections, tests, and/or reviews to ensure proper protection and/or corrective measures have been taken when an incident or vulnerability has been discovered; coordinate contamination and data spillage reconciliation.
? Develop a Security education, training, and awareness program and conduct security assessments.
? Assist on-site and area personnel in initiating background investigation paperwork (including fingerprinting) using e-QIP software via the DoD JPAS database and customer centric clearance tracking mechanisms.
? Provide initial security indoctrination briefings, debriefings, and annual refresher briefings.
? Ensure the continued physical security integrity for the facility in general and secure work areas in particular.
? Perform document control functions to include in/out processing of classified/sensitive material and prepare transmittal documents.
? Perform visitor control functions to include processing of incoming and outgoing visit requests and verifying incoming visitor identification, issue appropriate identity badges.
? Maintain knowledge and understanding of industrial security community policy changes and communicate that information back to the Corporate FSO.
? Represent security as a member of the facility core leadership team; provide security guidance and advice regarding all aspects of security with respect to general facility management to the senior program manager.
? Assist the Information Security Systems Officer (ISSO) on NISPOM Chapter 8 requirements as needed.
? Liaison with external alarm monitoring facility to ensure security of controlled areas. Coordinate emergency response during non-working hours if necessary.
? Customer liaison (internal/external); process employee security access requests with various government agencies requiring submission of hardcopy requests and frequent telephone contact.
? Ensure all databases are maintained and kept up-to-date.
? Develop, and administer security programs and procedures for classified or proprietary materials, documents, and equipment.
? Obtain rulings, interpretations, and acceptable deviations for compliance with regulations from government agencies.
? Prepare manuals outlining regulations, and establishes procedures for handling, storing, and keeping records, and for granting personnel and visitor?s access to restricted records and materials.
? Establish and maintains a solid classified holdings program.
? Conduct security education classes. Investigates security violations and prepares reports specifying preventive action to be taken.
Required Knowledge, Skills and Abilities
Have a current investigation with at least Secret eligibility and be able to maintain it.
? Very knowledgeable in the duties and responsibilities of an FSO.
Be certified as an FSO per the INSCOM requirement's layed out in CH 3, Para 3-102.
Desired Knowledge, Skills and Abilities
? Familiar with MS Windows applications; demonstrate excellent oral and written communication skills as well as strong organizational and time management abilities.
? Familiarity FOCI mitigations.
? Support administrative and procurement functions
