Performs duties as the Functional Area Records Manager (Farm) for the entire contract. Important Farm duties are providing assistance to and training the records custodian (RC) and chiefs of office records. Serves as the point of contact for the contract and monitors the records management program or functional area and serves as liaison with the base RM. Conducts Annual Staff Assistance Visits to each office of record within the contract and does follow – up inspections.

• Tracks all documentation relating to Semiannual Transportation Services Analysis and prepares reports
• Assists in selection of vehicles for rotations, disposition and redistribution.
• Operates multi-line communications devices acting as liaison between the Fleet Manager and persons requiring assistance with vehicle acquisitions, assignments, rotations or dispositions
• Prepares agendas for Vehicle Control Officers (VCO), Vehicle Approving Review Authority (VARA) and other required meetings
• Assists in the preparation and presentation of annual Priority Buy Program.
• Operates the various On-Line Vehicle Integrated Management Systems (OLVIMS) modules (AFIS, CAFIS and DAFIS) in the area of vehicle operations, Standard Base Supply System (SBSS), Air Force Equipment Management Fleet Information System (AFEMS) to administer Registered Equipment Management System (REMS) requirements.
• Processes and maintains files on each assigned vehicle. Each file will contain documents such as DD Form 250, AF Form 601, DD Form 1348-1a and other forms necessary to maintain an audit trail until the vehicle is released from the inventory.
• Keep up-to-date logs on all vehicle transactions.
• Responsible for notification of Government Quality Assurance Evaluators (QAEs) and company Quality Assurance Inspectors (QAIs) of new vehicles arriving on site.
• Signs for all vehicles arriving on base.
• Assists in the management of the vehicle fleet, and assists in the administration of the National Government Fleet Credit Card Program. Input fuel receipt information into AFIS module and produces AF Form 1994 from AFIS and forwards automated forms to appropriate offices.
• Operates the DAFIS module to retrieves reports and updates records.
• Assists in the administration of War Readiness Material (WRM).
• Operates DAFIS and AFIS modules to retrieve data to perform required analysis.
• Operates CAFIS module.
• Assists in the administration of the Top Fleet Competition and Champion Wheel Walk-By.
• File correspondence, prepares and submits reports complying with suspense, coordinates and maintains lesson plans, prepares schedules, assessment assistance visit reports, updates VCO Guidebooks, receives all mileage reports and inputs into AFIS and Mileage Express.
• Makes updates to VCO listing, maintains accident, abuse and misuse files, initiates investigation letters, trains reserve personnel, generates AF Forms 2293 and 2296, prepares monthly billing reports, logs and listings, verifies billing.
• Inputs Government Driver Licensing requirements for all vehicle operators.
• Maintains active records for all authorized operators requiring additional licensing requirements assigned to the installation
• Reviews submitted AF Forms 171 for accuracy
• Generates AF Forms 2293 and 2296 for each person authorized, utilizing correct vehicle management codes
• Enters data into the CAFIS system
• Maintains current records of all licensed personnel (military, civilian, contractor) on base as well as several reserve units
• Prepares periodic backup media for all operator records
• Maintains accident, abuse and misuse files for all incidents involving base-assigned government vehicles
• Prepares correspondence to unit commanders advising them of personnel currently under license suspension
• Provides licensees with copies of personal drivers record
• Prepares monthly Drivers License and Accident/Abuse/Misuse reports as required by government directives; initiates investigation letters pertaining to accidents, abuse and misuse
• Prepare a report for each unit identifying licensed personnel in their squadron.
• Maintains current listing of all vehicle trainers for all base organizations
• Updates the PCS listing as submitted by CBPO
• Verifies personnel state and government license status for ensuring compliance
• Assists in scheduling personnel for Commercial Drivers License testing
• Receives requests from outside organizations requiring rental of vehicles; prepares AF Form 9 and ensures timely delivery for the rentals; maintains rental files and follows up with payment verifications
• Prepares monthly band report
• Administers flight line training for personnel and trains Air Force Reserve personnel in licensing input and procedures.

Other Collateral Duties: Perform other duties as directed by the Contract Manager.

Educational and/or Experience:
• Must be a United States Citizen or authorized to work in the U.S.
• Minimum of 3 years verifiable experience in Fleet Management, Vehicle Operations Administration, or REM in the Air Force arena.
• High school diploma or GED equivalency is mandatory.
• Working knowledge of computerized word processing and spreadsheet systems. (AFIS, DAFIS, CAFIS modules, Word, Excel, PowerPoint, Access and WEB browser).
• Ability to read, comprehend and act in accordance with AF regulations and other directives pertaining to the position.
• Must be able to obtain a secret security clearance.
• College background with emphasis on Transportation or Traffic Management is preferred.

Language Skills. Must be able to:
• Read, write and understand the English language.
• Understand/interpret verbal and written instructions to perform required duties.
• Speak effectively before groups of customers or employees.

Mathematical Skills. Must be able to:
• Add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
• Compute rate, ratio, percent, and to draw/interpret bar graphs.

Computer Skills
• Must have basic knowledge of computers and Microsoft office suite.

Physical Demands:
• Regularly required to sit, walk and stand; talk or hear, both in person and by telephone; use hands repetitively to finger, handle, feel or operate standard office equipment; reach with hands and arms; and lift up to 25 pounds.
