As a Software License Manager you will support an Intelligence Community organization and serve as the first interface to IT technical customers submitting requests for software to the Enterprise baseline.

Responsibilities include:

  • Manage software assets for the enterprise IT baseline and provide detailed input into software databases to track software distribution/deployment and usage, number of software assets owned, documentation (purchase orders) and other attributes with license management.
  • Plan, schedule, and monitor and control project deliverables at the direction of the Customer.
  • Use commercial best practices to plan, direct, monitor, and adjust project plans for successful deliver of capabilities and services to the COMM baseline.
  • Identify projects and tasks required to deliver enterprise services efficiently. Planning requires alignment with policies, standards, agreements, and program plans that convey executive business, management, and strategic goals.
  • Ensure continuity and compliance with Systems Engineering governance documents.
  • Generate project plans to include writing/recording and maintaining the tasks/events required for conducting enterprise activities.


  • Requires Bachelor’s degree or equivalent, and seven to nine years of related experience in software licensing management or configuration management.
  • Working knowledge of the NRO’s greater organizational environment, mission, terrestrial network communications infrastructure, and configuration management/requirements process.
  • Familiar with and able to work within an environment using IT service management and standard Systems Engineering principles.
  • General knowledge of communication networking technologies and standard protocols.
  • Experience with the Microsoft Office suite using Word, Excel, PowerPoint, SharePoint, and Microsoft Project (especially management of projects in a Microsoft Project Server environment).
  • Exemplary organizational and communication skills.
  • Ability to manage a number of projects at one time.
  • Critical to success in this position is the ability to support efforts to develop innovation and process efficiencies in a tight customer budgetary environment where mission support remains at the highest levels.
  • Strong analytic, verbal communication and writing skills are important for this position, particularly the ability to communicate positions to all levels of management in both written and briefing presentations.

Security Requirements: Must possess an active TS/SCI to be considered for this position and must obtain and maintain a favorable CI Poly.
