JOB DESCRIPTION: Develops, directs, plans and evaluates training programs or activities to meet external customer or internal employee learning objectives. Assignments may include needs analysis, custom course development, development of criteria for evaluating the effectiveness of course objectives, and evaluation and learning assessments. Where instructing within a certified educational institution, responsible for determining the organization, communication and delivery of the course content and materials, and for developing learning activities and demonstrations. Collaborates with customer or internal functional organization to develop, enhance, and/or evaluate new or existing learning objectives and course content. May create course content, training materials, visual aids and documentation to support a variety of instructional formats such as lecture, lab exercises, field training, computer-based training (CBT), and/or web-based training (WBT). May develop exam materials and may be responsible for testing and qualitative evaluation of participant's attainment of learning objectives. Monitors and evaluates training programs, assesses results, and implements enhancements as needed. Trainers may also administer training programs to meet student needs, which may require post-training follow up to determine applicability of course material or training approaches. Managers set the specific duties and responsibilities for each employee). Exhibits an exceptional degree of ingenuity, creativity, and resourcefulness. Apply and/or develop highly advanced principles, theories and concepts. Viewed as an expert in the field. Participates with senior management to establish strategic plans and objectives. PROBLEM COMPLEXITY: Exhibits solutions to problems of unusually complex which require a high degree of ingenuity and innovation. Challenges are always unique and solutions may serve precedent for future decisions. FREEDOM TO ACT: Often acts independently to uncover and resolve issues associated with the development and implementation of operational programs. Work is checked only to the effectiveness of results obtained, typically requiring a long-term perspective. Virtually self-supervisory. Makes final decisions on administrative or operational matters and ensures operations' effective achievement of objectives. IMPACT: Decisions affect the financial, employee, or public relations posture of the organization. Erroneous decisions or recommendations would have a long-term negative effect on organization's reputation and business posture. LIASON: Serves as consultant to top management in long-range goals and objectives, company policies, programs and capabilities. Prime spokeperson on company's capabilities and future directions. Often instrumental in attracting and obtaining major new company business.

Traffic Management SME with experience at Fort Worth Center, Houston Center,

- r the FAA Command Center. If this is not feasible at short notice, researcher will accept

SMEs with Traffic Management experience at any Center. SMEs who are recent retirees

(within 2 to 3 years) and have experience in Traffic Flow Management operations as listed

below: Traffic Management Coordinator (TMC), Supervisory-TMC, FAA Command Center

Traffic Management Specialist or National Traffic Management Officer or National

Operations Manager.
