Operational Contract Support Planner

Position Description
CGI Federal is seeking an experienced Operational Contract Support Planner to support its USARCENT customer at Shaw AFB, SC. This position may rotate between Shaw AFB, SC and Camp Arifjan, Kuwait. Your future duties and responsibilities
? Assist in planning, logistics estimates, concepts of support, and coordination with joint service component commands and subordinate headquarters. Broad thought and experience is required to understand the effects of long-range, near-term, and current operations into the build of theater posture; related to contingency plans the contractor shall use military support plans developed across the operational area and advise on solutions for base life support, transportation, engineering, and service-based contracts to mitigate the gap between military capability and that which is needed for full sustainment support.
? Assists, within the scope of assigned responsibilities, in the administration and tracking of contracts.
? Analyzes contractor performance and makes recommendations for revisions as contracts proceed through the acquisition life cycle.
? Provides advice regarding contract strategies to best accomplish the project acquisition plan.
? Possess detailed knowledge of all facets of sustainment and its integration to develop detailed concepts commensurate with presentation at the one level and higher.
? Track and work any major contract management issues.
? Review all orders, policies, etc., for OCS interests.
? Assist with maintaining OCS policy, operational guidance documents, and higher command OCS policies.
? Assist requiring activity with the development of the contract performance work statements (reviewing the revising) and advise military superiors in analysis of theater requirements
? Establish and maintain USARCENT OCS Common Operating Picture which provide the USARCENT Commander and subordinate commanders a picture of how much money is spent on contracts, the number of contracts supporting a certain country, and the number of contractors supporting contracts by location.
? Liaise with USCENTCOM to integrate ASCC contract requirements into an overall contractor concept of support for the USCENTCOM area of operations.
? Participate in workgroups, boards, and committees to recommend contract efficiencies as it pertains to use in future operations.
? Participate in Operational Contract Support Integration cells to align country-based contract capabilities into a seamless support plan for current operations at remote operational locations.
? Travel to emerging locations to determine the scope of work required and shall assist requiring activity with developing performance work statements for base life support, transportation, services, and essential services contracts.
? Participate in in-theater Requirement Review Board packet assembly prior to contract approval by ensuring the accuracy and completeness of contract submissions and participate in pre-submission analysis to ensure contract submissions are not duplicative to existing contracts. (Contractor must sign non-disclosure agreement)
? Contractor shall reviews contractor personnel management policies and procedures to ensure compliance with U.S. Statutes and DOD policy and directives.
? Assist with contract management of contract awarded in USARCENT AOR.
? Required in all operational phases - Shape, Deter, Seize the Initiative, Dominate, Stabilize and Enable Civil Authority as well as other USG departments and agencies and multinational partners.
? Advice leadership in alternative acquisition strategies when contracted support shall be required to ensure that adequate resources are available to achieve operations goals.
? Ensure relevant and current OCS events are included in Title 10 exercises and participate in exercise planning conferences, develop OCS Master Sequence Event Lists (MSELs), and maintains AOR specific OCS lessons learned.
? Attend conferences, workshops, and meetings required to integrate OCS programmatically into COCOM plans and write or update Annex W in support of these plans.
Required qualifications to be successful in this role
Provides pre-award contract development and monitoring support for a variety of command requirements including logistics support contracts for exercises and operations in the USCENTCOM AOR. Planners with recent experience working at the one-star or higher level command are preferred.
OCS Planners shall have a minimum of 2 years logistics deployment/combat experience in a support operations position; experience can be mitigated by previous demonstrated performance in a similar field.
Applicants must be graduates of the Army Operational Contract Support Course (3C) or shall possess a minimum of 3 years of DOD acquisition experience as an Army Acquisition Officer (51C) or Army Acquisition, Logistics, & Technology (AL&T) NCO (51C), Air Force 6C0X1 (Contracting Specialist), Marine 3044 (Contracting Specialist), or DA Civilian 1102 and 1 year performing duties in a combat environment with Defense Acquisition Workforce Improvement Act(DAWIA) Level 1 certification.
Copies of contracting or acquisition certification and training completed must be provided for Government approval. DD214 proof of credentials is accepted.
? Must be able to meet USCENTCOM MOD 12 medical and dental requirements prior to deployment.
? Member must be able to complete CRC at Ft Bliss, TX prior to deployment.
? Member must be able to pass a police back ground check and have an active Secret Clearance and current Passport.
Due to the nature of the government contract requirements and/or clearance requirements, US citizenship is required.
