JOB DESCRIPTION:

The DoD Agencies and Commands Customer Group, CCMD Programs Directorate of SAIC currently has a contingency full-time position for a Cyberspace Operations Analyst to support the United States Cyber Command (USCYBERCOM) J7, Fort Meade, Maryland.

The Task Oder PM is ultimately responsible for the quality and efficiency of the Task Oder to include technical and business issues. The PM executes the requirements of the TO; assigns tasking to contractor personnel, supervises ongoing technical efforts, and manages overall TO performance. This individual has ultimate authority to make decisions for the contractor?s organization in response to Government issues, concerns, or problems. The TO PM is readily available to respond to Government questions, concerns, and comments, as well as be proactive in alerting the Government to potential contractual or programmatic issues. The PM is responsible for managing the program to scope, schedule, budget and risk and developing program documentation, program schedules, financial reports, and risk management documentation. Prepare charts, tables, graphs and diagrams to assist in analyzing and effectively presenting information. Review risk and risk mitigation activities of the program and propose budgets for the same. Schedules and assigns work to subordinates and subcontractors and monitors progress and resolves discrepancies to ensure compliance with work quality standards and contract and task order requirements. Serves as focal point to the Government Program Manager for managing all tasks and subtasks and as principal representative for program direction and providing program status updates, including financial status. Proactive in providing information to the Government regarding significant issues and provides recommended solutions in a transparent manner, and takes corrective action to issues brought by the Program Manager or Contracting Officer Representative. Daily activities include:

- Provides overall strategic management, defines the program scope and objectives, manages project?s scope, schedule, budget, and risk
- Develops project management plans, project documentation, work breakdown structures, project schedules, integrated master schedules, financial reports, and risk management documentation. Prepares charts, tables, graphs, and diagrams to assist in analyzing and effectively presenting information
- Reviews risk and risk mitigation activities of the project and proposes budgets for the same
- Coordinates schedules to facilitate completion of the task and contract deliverables, briefings/presentations, and project reviews
- Ensures adherence to quality standards and reviews project deliverables
- Interfaces with overall areas affected by the project including other USCYBERCOM Directorates, Cyber National Mission Forces, Service Components, Joint Staff and other Government organizations
- Ensures compliance with all regulatory and administrative requirements imposed by the contract
- Responsible for managing the project?s scope, schedule, budget, risk and developing project documentation such as, project schedules, financial reports, and risk management documentation. Prepares charts, tables, graphs, and diagrams to assist in analyzing and effectively presenting information.
- Reviews risk and risk mitigation activities of the project and proposes budgets for the same
- Evaluates, analyzes, and proposes operational and technical alternatives
- Reviews and provides input for Estimate-To-Complete, Funds and Man-Hour Expenditure Report, or other financial reports as appropriate to provide the status of funded projects. Reviews and evaluates projects Rough Order of Magnitude
- Schedules and assigns work to subordinates and subcontractors, monitors progress, and resolves discrepancies to ensure compliance with work quality standards and contract and TO requirements
- Directs technical teams and facilitates the integration of subtasks to ensure the optimal use of assigned resources and subcontractors
- Serves as focal point to the Government Project Manager for managing all tasks and subtasks and as Principal Representative for project direction and providing project status updates, including financial status
- Provides information to the Government regarding significant issues, provides recommended solutions in a transparent manner, and takes corrective action to issues brought by the Government Project Manager or COR

Qualifications:

CLEARANCE REQUIREMENT:

- ACTIVE TS/SCI with Polygraph

REQUIRED EDUCATION AND EXPERIENCE:

- Minimum fifteen (15) years of experience as a Project Manager with a Bachelor?s Degree from an accredited college or university in Project Management, Business Management, Economics, Political Science, Computer Science, Engineering, Law, Government Contracting, Finance/Accounting, or related discipline; or thirteen (13) years of experience with a Master's Degree.
- Demonstrated experience in a DoD organization that coordinates, synchronizes, and deconflicts DoD cyber forces and DoD Cyberspace Operations and integration of operational planning efforts for full-spectrum cyberspace operations
- Minimum CAPM, PMP, or equivalent certification
- Strong attention to detail and organizational skills
- Excellent communication skills
- Strong analytical and problem solving skills

DESIRED EDUCATION AND EXPERIENCE:

- Experience in completing projects and leading or directing the work of others similar to the work and environment of USCYBERCOM
- Experience in completing complicated or complex tasks with limited guidance in a Cyberspace Operations environment
