Integrated Air and Missile Defense (IAMD) Fleet Training Policy and Standards Support Program Analyst, USFF (Job Number:430045)
The Training and Simulation Service Line, in Support of the Navy and Marine Corps Customer Group, currently has a career opportunity for a Fleet Training Policy and Standards Support Program Analyst to provide Support to Commander, U.S. Fleet Forces (USFF) Command in Norfolk, VA.
The individual in this position will provide program analysis Support and serve as the integrated air and missile defense (IAMD) training Policy Analyst and action officer for the USFF Fleet/Joint Training Directorate (N7). Program Analysts have experience at the Senior level including supervisory experience. Program Analysts, in general, review program (specific) data, evaluate program plans/changes and assist in the preparation of documents with various Senior-level, civilian and military stakeholders. They are able to analyze program information, strategize plans, produce quality analytic work in the form of information papers, white papers, briefs, and executive correspondence and effectively present the results in a clear and concise manner when required. Program Analysts utilize time and government furnished equipment/information to accomplish their tasks successfully and promote program efficiencies. The following capabilities are typical of Support tasks: the equivalent of event planners, trainers, response cell, data collection, and assessment; after action reporting; Policy analysts; instructors (i.e. journeyman instructor); courseware, doctrine and scenario developers; and event execution Support staff. They are subject matter experts (SME) in their fields of expertise.
The ideal candidate for this position will have AEGIS cruiser (CG)/destroyer (DDG) experience and expertise and be knowledgeable of the Optimized Fleet Response Plan (OFRP). In addition, he/she will have excellent public speaking, presentation, and time management skill, as well as at least two years of applicable Program Analyst experience in:
? U.S. Navy training operations, Policy, doctrine, systems, and staff procedures
? Managing/prioritizing projects involving Fleet training stakeholders
? Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables
? Conducting fleet training analysis/assessment to identify gaps, training needs and solutions
Specific Functional Area duties include:
? Assist in the validation and prioritization of IAMD Fleet training requirements to meet Fleet operations and provide recommendations to government personnel.
? Assist in the development, coordination, and maintenance of IAMD Fleet training policies, processes and programs to meet operational requirements.
? Assist in the production and monitoring of training policies affecting the Fleet Response Training Plan (FRTP) of IAMD capable units/staffs and associated Support of the Optimized Fleet Response Plan (OFRP).
? Provide assistance and advice to government representatives related to IAMD in a variety of forums, meetings, conferences, and working groups.
? Support IAMD training Policy and standards analysis including collaboration with Department of Defense (DoD), Office of the Chief of Naval Operations (OPNAV), Naval Personnel Development Command (NPDC), Systems Commands (SYSCOM), and subordinate Fleet staffs, as well as representatives from other military services and other government agencies.
? Provide recommendations to government representatives on the articulation and implementation of IAMD Fleet training and Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, and Facilities (DOTMLP-F) change requests.
? Assist with the review of IAMD related Navy Systems Training Plans (NTSP) in accordance with OPNAVINST 1500.76C and local standard operating procedures (SOP) and provide recommendations to ensure appropriate training is incorporated and delivered to the Fleet.
? Assist with the review of IAMD related Navy Mission Essential Task Lists (NMETL) in accordance with the Universal Naval Task List (UNTL), Fleet Training Continuum (FTC), and Navy Tactical Reference Publication (NTRP) 1-03.5 and provide recommendations to improve the associated tasks, conditions, and standards.
? Assist with the review of IAMD related instructions and doctrine, such as concepts of operations (CONOPs), Required Operational Capabilities/Projected Operational Environment (ROC/POE), and tactics, techniques, and procedures (TTP) and provide recommendations to improve the documents and incorporate associated Fleet training.
? Provide current, accurate and complete IAMD training related point/information papers, briefs/presentations, and executive summary memoranda for staff packages to inform USFF leadership decisions.
REQUIRED EDUCATION / QUALIFICATIONS / SKILLS:
? U.S. citizen with Bachelor of Arts or Science degree.
? Active military duty experience including recent IAMD experience on an AEGIS ship at or above the Senior enlisted or mid-grade officer level.
? Four (4) years of applicable technical and general Program Analyst experience (six years in lieu of degree will be considered).
? Two (2) years of applicable Program Analyst and Functional Area experience (see detailed tasks above).
? Proven written and verbal communication skills at the junior management and Senior executive level, and ability to act independently.
? Experience in use of MS Office (e.g., PowerPoint) products.
DESIRED QUALIFICATIONS / SKILLS:
? Experience as an Echelon III (or higher) staff officer.
? Comprehensive understanding of all phases of the FRTP and OFRP.
? Familiarity with Fleet Training Policy documents, including the Fleet Training Continuum (FTC) and Type Commander (TYCOM) Training and Readiness manuals.
? Understanding of the Fleet Training command and control (C2) structure.
