This position is for a skilled contract professional to provide leadership for all aspects of the Distributed Energy Solutions program area (including Energy Storage and Engineering, Procurement, and Construction) within the Lockheed Martin Energy line of business. Due to the nature of commercial contracting, this position will require a multi-skilled contract professional with prior experience in drafting nonstandard Contracts, proposing, negotiating, and administering strategic commercial contracting arrangements with minimal direction and oversight. This position requires a unique combination of contracting, proposal development and negotiation expertise in the field of commercial contracting and energy Contracts. Responsibilities includes:
Facilitate extensive interface with external customers and the internal Program Office.
Develop and apply advanced concepts, techniques, standards and solutions to unusually complex problems, which require the regular use a high degree of ingenuity, creativity, and innovation. Solutions may serve as precedent for future decisions.
Review and evaluate customer requests for proposal or revisions to Contracts.
Provide risk assessments and offers alternative approaches to mitigate risks, including alternative contractual language.
Evaluate and coordinate proposals.
Investigate and reconcile significant contract changes involving cost, specifications and schedules, etc.
Manage the negotiation, administration, extension, termination, and renegotiations of all standard and nonstandard Contracts.
Coordinate subordinate employee recruitment, selection and Training, performance assessment, work assignments, salary, and recognition / disciplinary actions.
Oversee the evaluation of contract performance to determine necessity for amendments or extensions of Contracts, and Compliance to contractual obligations.
Ensure communications are maintained for timely contract execution by the parties.
Ensure final contract documents are consistent with agreements reached at negotiations.
May direct the planning and participation in Training of contract practices and negotiations to company personnel.
Bachelor?s degree and at least 15 years Contracts / procurement experience
Strong familiarity and experience with energy savings performance (ESPC) Contracts
Strong familiarity and experience with energy storage projects
Strong familiarity and experience with utility load management and demand response Contracts
Familiarity and experience with Engineering, procurement and construction (EPC) Contracts
Experience with all phases of Contracts management
Extensive Uniform Commercial Code (UCC), FAR, and DFARS knowledge and experience
Experience working with multiple contract types (FFP, FPIF, CPFF, T&M, etc.)
Strong Full Spectrum Leadership skills
Experience working at all levels of management including high-level customer interface
Strong oral and written communication skills
Strong negotiation experience
Experience with ECS and IWTA systems
Capable of working with minimal direction and oversight
Ability to comprehend complex financial and business concepts
Experience in MS Office applications
Adept at handling multiple assignments and achieving program goals and team deadlines in a fast paced environment
