Program/ System Engineering Network SME SETA SAIC is seeking an experienced Program/ System Engineering Network SME/ SETA to assist an Intelligence Community (IC) customer. The successful applicant must provide technical expertise, continuity of effort and value-added judgment to advise customer leadership on activities impacting Mission Transport Service Network Segment.


- Serve as Systems Engineer with expertise to address network/transport while assisting with the challenge of changing approaches and mindsets
- Assess both network and user architecture products and performance of trade studies (to identify gaps, dependencies and discrepancies)
- Produce acquisition design artifacts necessary for integration and transition to operations strategy and a comprehensive CONOPS
- Develop reference architecture(s) from candidate functional blocks to meet multi-mission requirements
- Conduct analysis and evaluations- making recommendations and providing professional advice and assistance to include preparing criteria and analytical aids, briefings, reports and presentations Create the function blocks to build an IT Network architecture(s)
- Use strong comprehension of the DODAF viewpoints to assist in the development of future Network architectures
- Perform Technology Maturation Risk Reduction (TMRR) activities



- Expert knowledge of network Systems, processes and requirements with Bachelor?s degree in a related technical discipline with 7+ years of network experience
- Expertise in terrestrial/ ground engineering to support activities including requirements trace and analysis, flow down, verification and trades
- Proven ability to perform needed analysis to identify the mission, the service(s) needed, define mission success, and produce requirements and documentation for acquisition(s)
- Ability to engage the customers in proof of concept discussions, gather additional requirements, and showcase potential architectures and solutions
- Experience working in the Intelligence Community
- Familiarity with the NRO missions and organizations
- Direct knowledge of IC ITE expectations
- Ability to work independently and with a team
- Excellent writing, organization, verbal communication, and presentation skills


- Commitment to recognize, understand, respect and operate effectively within various SETA, FFRDC, and Government lines of authority
- Demonstrated ability to manage multiple tasks and deliverables simultaneously
- Experience with the NRO Communications Systems Directorate
- Knowledge of and experience with Federal Procurement and Appropriations law, regulations, policies and methodologies
- Knowledge of IC Security principles, procedures
