Thisposition is responsible for managing the wireless license process, includingcoordinating design / construction review and associated billing. National Gridcontractually allows co-location for Wireless Carrier customers who proposeattachments to our transmission structures, communication towers and otherassets including constructing stand-alone towers on National Grid propertyowned in fee. This role will focus on supporting all day to day wirelessco-location requests and project work in Upstate NY and will work closely withCarriers, their representatives, Transmission Engineering, Vegetation &Maintenance Management and several other internal and external contacts.
Position Responsibilities(including but not limited to):
·Responsiblefor the thorough understanding and consistent application and monitoring ofwireless policies and procedures, and information systems within NationalGrid?s UNY jurisdiction including but not limited to:
- Employee and contractorsafety
- Transmission systemreliability
- Coordination withTransmission Engineering
- Billing accuracy andassociated rent revenue reconciliations
- Coordination withcustomers on project status
- Understanding ofStandards, Master and Site Licenses and regulatory issues
- Manage relationship withLicensees
·Abilityto develop positive working relationships, internally and externally with afocus on the resolution of customer concerns (often relating to compliance withthe Transmission Engineering Wireless Specification, NESC requirements,contractual compliance, safety, transmission system reliability and rent /other billing)
·Managenecessary training and knowledge sharing for Company personnel and customers topromote current and New technology, Company standards, and innovative solutionsto meet customer requirements
·Assistin the development and implementation of asset and business strategies,policies and procedures within the New England jurisdiction to assure NationalGrid meets customer requirements and maintains system reliability
·Developand report on specific performance indicators to be established andcommunicated between all responsible organizations to address:
- Work status reports
- Revenue collection andreconciliation
- Project budget, cost and scheduleperformance
- Other business and auditrequired data reporting
·Contractmanagement support for wireless agreements and several National Grid UNY departments
·Constructionmanagement for wireless installations, upgrades and decommissioning sites in UNY
·Understandregulatory requirements and assure compliance
·Billingand tracking customer payments for annual license fees, engineering review andconstruction costs including construction oversight
·Coordinatewith wireless customer, their construction contractors and National Gridapproved electrical contractors for work schedules, outage and non-reclosingassurances, Health & Safety Plans for work on transmission structures
·Develop/ maintain status reports to monitor projects through engineering design andconstruction; manage relationships with internal stakeholders and externalcustomers for scheduling and coordination
·Calculationof review, construction oversight and other fees
·Draftand execute standard distribution pole Aerial License and Conduit OccupancyAgreements
Knowledge& Experience Required:
·Workingknowledge of the applicable OSHA, NEC/NESC and National Grid standards.
·ProjectManagement knowledge to work through internal and external issues associatedwith varied customer related project matters.
·Understandingof safe/acceptable work practices related to transmission facilities and NESCclearances.
·Abilityto understand contracts, standards, construction drawings and technicalinformation.
·Understandingof National Grid?s wireless specification, process asset management, andbilling systems that are associated with transmission and communications towerinfrastructure.
·Competenttechnical communication responsibilities for the development and deployment ofpolicies, process flows, training instructions, presentations, regulatoryrequirements including FCC, proposed contract changes (i.e., Amendments), etc.
·Analyticalskills to aggregate information from different systems, understand andcoordinate data, and make decisions to prioritize and track decisions.
·Assistin the development and application of National Grid fees applicable to Masterand Site Licenses and National Grid support service fees, etc.
·Understandingof legislative and regulatory directives relating to all aspects of theassociated utility infrastructure attachments.
·Understandand experience with National Grid?s enterprise systems, specifically GIS,PowerPlant, SAP, ArcGIS Web Application, SharePoint, etc.
·Strongoverall PC skills with proficiency in MS Office Suite; specifically Excel,Word, Visio, Power Point and Access.
·Knowledgeof budget, financial accounting, customer relations and account management,transmission engineering and design, operations, procurement and regulatoryprocesses.
·Understandingof process improvement and problem solving techniques.
·Strongcommunication (verbal and written), contract negotiations, project, contract, construction and administration skills.
·Creativecontributor in a team environment while also self-motivated to promotecontinuous positive business change.
