RIIS has a requirement for a Program Manager to serve at USRCENT HQs, Shaw AFB (Sumter), South Carolina. The Program Manager (PM) will represent the ARTC Country Manager at Shaw AFB and ensure the integration and synchronization Theater Security Cooperation (TSC) and training functions with the ARCENNT staff. The PM must have institutional-level experience in operations, training and exercise planning/execution to assist the Government (ARCENT G37 TREX) in planning future training exercise requirements to Support ARCENT TSC efforts across the USCENTCOM AOR.
The Program Manager will report directly to the ARTC Country Manager and Support the Government (ARCENT G37 TREX) with future planning of ARCENT-supported coalition partnership exercises, providing subject matter expertise to assist ARCENT in the development of institutional capabilities such as CTC and LVC&G integration.
·Interface with senior USARCENT General Officers, ACofS G3, and ACofS G37 TREX staff at Shaw AFB on Contract issues related to planning and executing Contract requirements and performance.
· Accomplish results through collaboration/coordination with the in-country Training Support Team (TST) to ensure Theater Security Cooperation (TSC) exercise mission accomplishment, who exercise significant latitude and independence in their assignments.
·Support management and coordination of administrative actions of RIIS personnel, to include hiring actions, Visas and Quality Control.
·Support adherence to all scheduled timelines, milestones, schedules, and administrative requirements to include on-time delivery of reports and data products.
·Attend CDC, IPC, MPC, and FPC for each designated ARCENT coalition partnership exercise if requested.
·Assist in the development of exercise concepts, scenarios, and requirements and provide exercise concepts and insights to in-country Training Support Team (TST) members deployed in Kuwait.
·Prepare concept/decision briefs for USARCENT senior leadership for exercise requirements.
Required Hours:Work may include nights, holidays, and weekends on short notice. Standard work week will be five (5) days per week for eight (8) hours per day for a forty (40) hour work. Support is required for eight (8) annual exercises, with potential for twelve (12). Support overseas will require more than forty (40) hours/week as an exempt employee. Personnel will attend and participate in up to four (4), 1-week conferences per exercise: Concept Development (CDC), Initial Planning Conference (IPC), Mid-term Planning Conference (MPC), and Final Planning Conference (FPC). Participation in OCONUS exercises (up to four) may be required (exercises normally last 2 weeks).
·Former Maneuver/Operations Officer with experience in preparing and planning maneuver training exercises for a Battalion or higher organization
·Extensive CTC experience and TADSS training experience
·Thorough knowledge of the Military Decision Making Process (MDMP)
·Thorough knowledge of current Army Doctrine and Tactics, Techniques and Procedures (TTPs)
·Extensive experience creating products employing MS Office, especially MS PowerPoint and MS Word
Must have an ACTIVE U.S. SECRET Security Clearance
