The Chief Financial Officer (CFO) is responsible for leading the Finance function for the Raytheon Saudi ARABIA business within Raytheon.
The CFO will be responsible for leading Finance strategy development, the financial planning process, cost estimation and pricing, program planning & earned value (PP&C), finance governance and compliance (company policy and legislative requirements), internal controls, taxation, treasury, financial reporting, financial systems management, finance aspects of mergers & acquisitions (M&A), Joint Ventures (JV) and strategic Finance alliances.

The CFO is a key contributor to the Company?s business strategy who collaborates with the Chief Executive, Chief Operating Officer (COO) and Raytheon Saudi ARABIA leadership team to develop and implement the business strategy for Raytheon Saudi ARABIA. As part of the implementation of the business strategy, the CFO will operate in accordance with the following:

  • Champion the financial performance of the Company, working closely with the Chief Executive and COO to ensure financial targets are met and investment decisions are sound and in support the Company?s strategic plans
  • Work closely with the Chief Executive, COO Business Development leader, IDS leadership and functional counterparts across RTN to support new business initiatives, drive profitable top line growth and ensure meeting or exceeding financial plans for Raytheon Saudi ARABIA
  • Establish and maintains effective relationships with relevant external counterparts to include joint venture partners, ministry of defense, ministry of finance, major customers and major suppliers.
  • Collaborate with the COO and Functional leads to ensure that Functional investment plans support the Company?s strategic plans
  • Work with the Raytheon Saudi ARABIA Leadership Team to identify and implement change initiatives throughout the company that improve core processes, productivity and efficiency

This role reports directly to the Chief Executive of Raytheon Saudi ARABIA and has matrix responsibility to the IDS CFO.

Detailed Responsibilities include, but are not limited to:
  • Lead Finance strategy development including the 5-year and Annual Operating Plan for Raytheon Saudi ARABIA
  • Work closely with-in country and OCONUS Program Managers to ensure Raytheon Saudi ARABIA meets financial results from the execution of the Company?s programs.
  • Oversee the day-to-day operations of the Finance organization, including goal setting and deployment, establishing and ensuring adequate controls are in place, development and implementation of financial policies and procedures to execute controls, deployment of financial systems to support business operations and driving operational efficiency of the organization
  • Work closely with the Chief Executive and COO on M&A and joint venture development activities including overseeing all financial aspects of transactions
  • Oversee all Treasury and Banking matters for the Company. Ensure that the Company?s Finance operations adhere to accounting standards, Company policy and local laws
  • Oversee the hiring and development of Finance staff and foster a success-oriented, accountable environment for the finance team
  • Work with Leadership Team to identify and implement change initiatives throughout the company that improve workflow, productivity and efficiency
  • Evaluate and provide guidance on program Estimates at Complete and Earned Value compliance
  • Develop business cases and return on investment analysis for investments that include, but are not limited to, capital, IRAD, joint venture capitalization, mergers & acquisitions
  • Participate in business reviews with Raytheon Saudi ARABIA and IDS Leadership including Monthly Operations Reviews, Focus Pursuit Reviews, and financial strategy reviews
  • Support new business capture through establishment of finance capture teams, participation in Price to Win analysis, creation of business offerings with capture teams and management of new business investment resources

Required Skills:
  • 14+ years of financial leadership or related experience
  • Existing Secret Security Clearance

Desired Skills:
  • Native fluency in spoken and written Arabic
  • Experience in financial management of defense programs including past experience in a senior Earned Value role
  • Proven, demonstrated ability to Lead and influence complex teams
  • Experience with DoD and International Contracting
  • Formal management/leadership experience required ? proven presence in diverse business situation. Confidence to interact and present to the IDS LT and interact on a daily basis with the Raytheon Saudi ARABIA leadership teams and their direct reports
  • Demonstrated ability to influence cross-functionally to achieve results
  • Experience in building and leading teams in multiple geographic locations
  • Strategic thinker and intelligent risk taker who has demonstrated ability to create and execute
  • Experience interfacing and conducting business with a various functional disciplines (Business Development, Contracts, Operations, Engineering, Quality, Supply Chain Management, Program Management, etc.)
  • Demonstrated knowledge of business and program execution tenants (e.g. EAC, EVMS, IPDS, etc.)
  • Demonstrated ability to drive financial metrics (bookings, sales, op profit, net cash, working capital, sales forecasting) and execute multiple programs
  • Ability to multitask and manage workload to meet deliverables on time and with accuracy
  • Practical experience in providing financial and business support for contracts utilizing cost/schedule performance measurement systems, program planning, cost analysis, estimates at completion, and financial planning activities
  • Proficient in Microsoft office applications: Excel, PowerPoint and Word
  • Ability to obtain local security clearance
  • Demonstrated experience in competitive capture, including Price to Win, Color Team reviews, Cost Reasonableness section development, and writing BOEs
  • Demonstrated negotiation skills for both Domestic and International Captures
  • Demonstrated leadership presence modeling hallmark values of people, integrity, commitment, excellence, and community

Required Education:

  • Bachelor?s Degree in Finance, Accounting, or related field. MBA preferred
