Raytheon IIS is seeking a Mid- to Senior-level contracts professional that will be responsible for supporting new business pursuits and on-going, cradle-to-grave Contract administration activities. The successful candidate will also serve in a supervisory role and will lead a small team of Contract administrators/managers. The position is located in Herndon, VA supporting the Cybersecurity and Special Missions' High Consequence Missions Sub-Mission Area organized under Raytheon Intelligence, Information and Services (IIS).
Responsibilities Include:

  • Draft, review, and negotiate various contracts of different sizes, types and complexity
  • Summarize Contract issues, research and interpret regulations, identify risks, and formulate solutions
  • Act as the primary interface with customer
  • Develop negotiation strategies and negotiate sound business deals
  • Provide governance to the program team carrying out the terms and scope of the Contract
  • Establish effective Contract change management plans
  • Provide guidance to direct reports and cross business teams
  • Foster teamwork with both external and internal customers
  • Handle several assignments concurrently while maintaining schedule deadlines
  • Manage relationships with a variety of Government customers
  • Provide support to front-end strategic assessments of new business pursuits
  • Act as a key player in solving problems, developing innovative solutions, and assisting the business to achieve financial and performance goals and objectives
  • Must be a US Citizen with current/active Top Secret Security Clearance
  • 10+ years experience in the field of Contract Management, Subcontracts, Program Management or related fields
  • Knowledge of, and experience with, various types of collaborative agreements and both Government and Commercial contracts (e.g. Cost Reimbursable, Firm Fixed Price, Time and Material, IDIQs, NDAs, TAs, other commercial service agreements, etc.)
  • Leadership skills to include strategic thinking, customer focus, performance and results orientation, innovation, and influential communication
  • Understanding of competitive proposals, cost structure, material estimates, development costs, performance requirements, Delivery schedules, and terms and conditions
  • Experience in change management and leading negotiations
  • Extensive experience researching compliance issues and applicable regulations and laws and offering innovative solutions to unusual and complex contracting issues
  • Ability to work independently with minimal oversight
  • Ability to work in a fast paced environment
  • Strong organizational skills, ability to multitask while delivering timely, high quality products
  • Strong, demonstrated oral and written communication skills
  • Experience negotiating Contract terms and conditions in a defense contractor environment
  • Direct U.S. Government contracting experience
  • Strong knowledge of FAR/DFARS regulations and ability to apply them appropriately, with an understanding of standard Prime Contractor flow down provisions
Desired Skills:
  • Intelligence Community contracting experience
  • Strong knowledge of Raytheon Policies and Procedures
  • Experience developing and maintaining high performance relationships with internal and external stakeholders and customers
  • Experience with program management principles, such as formulating and executing business strategies to reduce risk, enhance customer satisfaction, build positive relationships, improve profitability, and support the generation of additional business opportunities
  • Current TS/SCI Security Clearance

Required Education (including Major):
  • BS/BA in Business Administration or related field such as Contracts Administration or Supply Chain Management or equivalent combination of education and experience (Bachelor Degree = 8 years of additional applicable experience)
