The Marketplace Assister Technical Support (MATS) contract provides in-person assisters with technical support services that enhance assisters? knowledge and skills so they can facilitate enrollment in insurance coverage through the Affordable Care Act of 2010. These support services include, but are not limited to: the development and provision of assister certification and supplemental trainings, in person assister help desk support, the development and provision of assister continuing education programs, the maintenance of assister email inbox operations, Certified Application Counselor (CAC) application processing, the development and implementation of an inquiry response and tracking system, and the provision of technical support to the in-person assister community. The Centers for Medicare & Medicaid Services (CMS) believes these services are critical to improving resources and support available to in-person assisters as they work with consumers, especially those with complex eligibility cases or in difficult-to-enroll populations.

The Health Policy Analyst position will support the design, development, implementation, and evaluation of high-priority projects related to the Affordable Care Act (ACA) and evolving healthcare regulations. This Health Policy Analyst position reports to the Training Development Manager and supports a wide range of projects including: the development and provision of assister certification and supplemental trainings; updating and maintaining an extensive catalogue of Policy and technical support publications for in-person assisters; and the development and provision of assister continuing education programs. The Health Policy Analyst will also provide technical editor and Section 508 support to training design and development. This position has an external component as well. The Health Policy Analyst will attend and engage in client and stakeholder meetings, internal programs and staff meetings, and conference calls on various topics.

Principal Duties and Responsibilities:

  • Supporting development of assister training and supplemental materials.
  • Working independently and in cross-functional teams to contribute to the development and delivery of projects to clients.
  • Drafting written summaries, white papers, and PowerPoint presentations when appropriate.
  • Writing and editing client deliverables including reports, manuals, briefs, proposals, procedures, and related materials.
  • Using content expertise, solid proofreading, and layout skills to build polished client deliverables.
  • Acting with oversight to apply knowledge of research tools and analytical approaches to develop content.
  • Ensuring deliverables meet editorial and company standards for quality, graphics, format, and style.
  • Participating in the creation of multi-media presentation materials.
  • Utilizing software tools to identify and remediate errors in CMS Section 508 compliance, including document structure, headings, reading order, images, charts and tables, and any other document errors as they occur.

    Other duties may be assigned.

    Skills, Experience, and Other Job Related Requirements:

    Minimum Requirements:

  • An undergraduate or graduate degree in Health, public Policy, public administration, business, communications, or other related field.
  • Three or more years of relevant full-time work experience.
  • Excellent written and oral communication skills.
  • Sound analytic, problem solving, and qualitative skills.
  • Strong customer service in the form of good work product and project-task management experience.
  • Experience tracking schedules and/or project milestones and troubleshooting delays with stakeholders.
  • Experience producing and editing Section 508 compliant products.
  • Good knowledge of healthcare and related issues.
  • Strong proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook).
  • Demonstrated presentation and public speaking skills.
  • Ability to work independently and collaboratively.
  • Ability to manage time, to set priorities and to work under time constraints.
