The Supply Chain Manager - International Programs is responsible for providing Global Supply Chain Management (GSCM) leadership as well as a Supplier Engineering tool set for International Programs. This role requires an individual with the leadership skills, business acumen, technical aptitude and enthusiasm to support this strategic part of the business.

This individual will serve as the interface between the Program Management, Engineering Cross Business Teams and the GSCM Cross Business Team to deliver Supply Chain solutions. This position is an integral member of the Capture Management Team responsible for development and implementation of innovative material and sourcing strategies. This position is also the GSCM interface in Statement of Work (SOW) development and execution of Raytheon Enterprise Supplier Assessments (RESA), to ensure both pursuit and program success. The programs / captures that will be supported will be aligned with the IDS 5-year AOP and will include work in Europe, Asia and the Middle East regions.

Specific responsibilities include:

  • Providing GSCM support and participation in front end business activities such as proposal support and offset strategies
  • Drafting Material Program Strategies, providing pursuit support, as well as project and resource planning needed to execute.
  • Supporting the development of Material Program Plans (MPPs) aligned with program material requirements.
  • Managing execution of RESAs to ensure high quality suppliers for MENA Programs
  • Coordinating the development of detailed Supplier SOWs to ensure flawless execution of supplier tasks. Creating and managing cost and schedule for procured material and labor using Earned Value Management System (EVMS) as required.
  • Ensuring Risk and Opportunity management plans are developed and executed.
  • Supporting leadership reviews including Gate reviews and Customer reviews.
  • Developing and maintaining partner relationships with key suppliers, including supporting Teaming Agreement strategies and alignment within the business.
  • Integrating Strategic Sourcing within the business area supported and supports the on-boarding of new pursuits within the Technical Teams.
  • Vetting of international suppliers through the enterprise due diligence process to support international programs
  • Ability to work program issues across the supply chain organization and other functional boundaries
  • Ability to travel internationally


Required Skills:
  • 10+ years of Supply Chain, Engineering, Manufacturing, Operations, Contracts and/or relevant business experience
  • Experience with project and/or program management,


Required Education:
  • Bachelor?s Degree


Desired Skills:
  • Ability to obtain a secret clearance, if required
  • Experience leading or supporting IPDS Stages 1-4 (Capture/Proposal)
  • Experience writing / developing detailed Supplier Statements of Work
  • Prior responsibility leading a team of individuals. Able to focus on goals, adjust performance as necessary, drive change, solicit and recognize innovation by teammates.
  • Able to develop advanced concepts, techniques, and standards.
  • Able to develop solutions to complex problems that require a high degree of ingenuity, creativity, and innovation.
  • Demonstrated ability to communicate effectively, both written and orally
  • Experience as a member of an international capture team
  • Advanced degree within Supply Chain, Operations, Engineering, or BusinessTechnical Education
