CSRA is seeking a Consulting Specialist to support Director, Military Personnel, Plans and Policy (OPNAV N13) program. This could include POM analysis and support, personnel plans and policy analysis, modeling, analysis, and program management support services. The scope of this on-site support effort may encompass analysis of personnel plans, programs and policy with respect to Navy officer and enlisted personnel, and documentation associated with all facets of such analysis, POM analysis, officer and enlisted accession plans, enlisted goaling policies promotion, and force shaping.

The support shall require direct liaison with action officers and program managers across the Manpower, Personnel, Training, and Education (MPTE) enterprise as well as all other Navy Enterprises and Enablers to support the personnel, plans and policy requirements of OPNAV N1 and its subordinate commands. The Consulting Specialist shall provide a continuum of on-site support to OPNAV N13?s action officers, program managers and analysts.

Expected Near-term Responsibilities & Duties:

    • Review and analysis of MPTE data.
    • Support working groups.
    • Provide data and support briefing preparations
    • Support relevant force management and enlisted accession and advancement planning
    • Get access to and use BBD, TFMMS, NSIPS/NRMS, C-WAY and other Navy systems in support of organization
    • Provide review and support of multiple OPNAV taskers as required, such as modify/update the Tasker Tracker Excel Tool for N132 staff and leadership to review and update required actions for individual taskers
    • Provide administrative support (e.g., meeting minutes, setting up meetings)
    • Provide general program support (e.g., reviewing governance articles, downloading documents into taskers)
    • Light data analysis
    • More detailed data analysis
    • Provide monthly status reports

Qualifications & Skills

    • Advanced technical training more than 12 years of experience; or BS degree and 6-10 years of experience; or Advanced degree and 6-8 years of experience.
    • Minimum of a DOD Secret Clearance.
    • Some knowledge and experience in Navy Manpower, Personnel, Training and Education (MPTE) Personnel, Plans and Policy (PPP)-related regulations, data, and data systems and models
    • Experience in supporting briefing preparations
    • Knowledge and experience in Microsoft Office.
    • Ability to deliver excellent products, services, or results.
    • Strong written and oral communications.

Qualifications Preferred

    • Specialized knowledge and experience in Navy Manpower, Personnel, Training and Education (MPTE) Personnel, Plans and Policy (PPP)-related regulations, data, and data systems and models
    • Experience in briefing leadership
