ManTech is seeking an experienced JCIDS Subject Matter Expert to support our growing operations in the Stafford, VA area.

? ?????Supervise a team of Technical Writers in the conduct of a Capabilities Based Assessment resulting in an Initial Capabilities Document for Staffing
? Understand and Operate within the Marine Corps and JCIDS established Capability Requirements Portfolio Management System
? Lead, Conduct and analyze data and information generated through Functional Area Analysis, Functional Needs Analysis and Functional Solutions Analysis
? Lead Team in the identification of attributes, standards, capabilities and identify gaps for the Intelligence Warfighting Function
? Identify and assess potential Material and Non-Material Solutions
? Provide recommendations to address gaps within cost/benefit and operational utility analysis of alternatives
? Lead the drafting, staffing and adjuration of comments through the Intelligence Requirements Governance Council (RGC) Marine Requirements Oversight Council (MROC) and Joint Requirements Oversight Council
? Review and understand DoD Strategic Guidance, Joint Operations Concepts and Marine Corps Operations Concepts
? Conduct thorough DOTMLPF-P Analysis
? Ensure operational capabilities are articulated in terms of operational attributes and not system-specific parameters
? Ensure operational capabilities are traceable to approved USMC and joint concepts and doctrine
? Identify and Quantify in association with MCIA and DIA Critical Intelligence Parameters utilizing a pacing threat ensuring that threat data is traceable to DIA or USMC approved threat products
? Identify and ensure new capability requirements are considered within the context of previously generated Enterprise Architecture of USMC Intelligence
? Provide study leadership, planning, writing guidance within the confines of the JCIDS Operating Manual
? Write, adjudicate comments, facilitate inter-organizational development and coordination of Requirements Documents
? Provide support to Organizational Representatives (Government Personnel) in pertinent program management and CPM, USMC and JCIDS forums
? Present and organize CBA materials for review and approval of Senior USMC/DoD Leadership
Mandatory Required Skills and Experience:
? BS degree with at least 8 years? experience or 12 years equivalent experience
? Two to Three years? experience in the Operation and Execution of the Joint Capabilities Integration and Development System
? DoD Top Secret/SCI level clearance
? 8-12 years? experience in military intelligence analysis (ie, 02XX MOS, 26XX MOS or Service equivalent).
? Four to Six years? experience in the Operation and Execution of the Joint Capabilities Integration and Development System
? Completion of RQM 310 Advanced Concepts and Skills for Requirements Managers
? Domain Experience in USMC or other service Intelligence occupational field
? Experience and Knowledge of the following standards and instructions
? MCO 3900.20 Marine Corps Capabilities Based Assessment
? CJCSI 3170.11 Joint Capabilities Development and Integration System (JCIDS) Manual of Operations of the JCIDS Process
