The BD function links Raytheon?s technology and innovation with an expanding number of domestic and international customers and in core markets such as sensors, effects, C3I, mission support and cyber.
We are looking for a Business Development Director to join our team in Integrated Defense Systems (IDS).

The Naval Radar Systems (NRS) Business Development Director is responsible for the IDS efforts for access to domestic and international customers within the Naval Radar Systems market as it applies to IDS capabilities in sensors, combat management and weapon control systems, and launchers.
Primary domestic customers include Deputy Directors and Branch Heads in NAVSEA, NAVAIR, the Missile Defense Agency, Johns Hopkins APL and the Office of Naval Research (ONR).

The successful candidate for this position will:
  • Understand the customer?s procurement process, funding capabilities, priorities and requirements.
  • Serve as a subject matter expert for domestic customer resources, requirements, acquisition strategies and international Foreign Military Sales (FMS) or Direct Commercial Sales (DCS) opportunities.
  • Develop, identify and assess new business opportunities, and assign new business resources.
  • Act as a leader and supervisor for NRS Business Development team.
  • Be responsible for the application of new business resources to accomplish the front end of the business, to include: market assessment and entry points, lead generation and qualification, pursuit win strategies, customer and competitive assessments, and win plans, price-to-win, capture team initiation/development/leadership and effective proposal efforts.
  • Lead the formulation, implementation, and management of discretionary resources; and comprehensive support to business areas, including germane enterprise campaigns, marketing efforts, trade show messaging and business initiatives.
  • Plan, coordinate and execute a prioritized synchronization strategy that focuses on closing pursuits that impact the current Annual Operating Plan (AOP) followed by 5 year plan projections.
  • Coordinate and manage New Business Investment (NBI), capture/proposal gate reviews, program performance reviews, technical briefings and customer visits.
  • Will interact with the US Government (USG) and international customers to identify, qualify, shape and deliver BD products to the business.
  • Build improved customer intimacy with all NRS customers, providing a frequent and consistent message.
  • Work across all RTN businesses and product areas as required ensuring affordable integrated solutions to domestic and international customers. Serve as the subject matter expert on winning new NRS business. Understand the customer programs and the competition.
  • Be responsible for the BD efforts for technology roadmaps, Internal Research & Development (IRAD) planning, and Advanced Technology pursuits shaping markets and honing IDS capabilities in this market space. Identify, qualify and shape out year opportunities for the Five Year Plan.

US Citizenship status is required as this position needs an active US Security Clearance as of day 1 of employment.

Basic Qualifications:
  • Bachelor?s degree
  • Minimum of 14 years of prior relevant experience
  • Experience working within the surface/above water warfare and NRS markets with emphasis on Policy, Concepts of Operation, Planning or Execution of Programs
  • Knowledge of Navy and Department of Defense (DoD) customers in the requirements, acquisition and operational communities to include OPNAV, the Fleet, MDA, NAVSEA, SPAWAR and NAVAIR.
  • Ability to travel internationally quarterly
  • Current Secret clearance with ability to obtain Top Secret clearance
  • This position requires the eligibility to obtain a security clearance. Except in rare circumstances, only U.S. citizens are eligible for a security clearance.

Desired Qualifications:
  • 14 years of relevant industry, Navy or other DoD Agency experience with an established network across Government organizations.
  • Knowledge of large and small businesses working in the surface/above water warfare market.
  • US acquisition process, both FMS and DCS
  • Top Secret clearance
  • Experience conducting market assessments and assisting in the preparation of business plans, including planning for marketing proposals.
  • Experience leading/supporting pursuits and Wins
  • Win/Program Manager Experience
  • Direct experience in the USG and with International pursuits
  • Ability to present and articulate complex technical issues to senior internal and external customers
  • Demonstrated leadership and management skills
