Raytheon Global Business Services has an exciting opportunity within the Estimating and Pricing organization for a Proposal Analyst II. The candidate will join a collaborative team supporting proposal development efforts for Domestic and International customers across both existing programs and competitive new business pursuits. This position will report into the IDS Mission Systems and Sensors (MSS) Estimating & Pricing group which is located in Woburn, MA.

Job Description:

?Develop Cost Proposals for new business opportunities and follow-on programs.
?Collaborate with cross-functional teams to support all phases of the proposal process from proposal development through negotiations.
?Assist in the planning and scheduling of proposal efforts. Compile cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications and compliant with Federal Acquisition Regulations (FAR).
?Prepare pricing instructions for proposal kick-off.
?Review cost estimates from performing organizations and vendors to ensure consistency with the IDS Cost Estimating Manual (CEM) and alignment to proposal bidding instructions.
?Analyze BOEs to ensure reasonableness, adequacy and alignment to business strategy.
?Support development of custom cost formats and cost models to meet RFP requirements.
?Prepare and present internal (Gate 4) management reviews up to Director Level in accordance with the proposal schedule.
?Support DCAA/DCMA audit requests and customer requests during fact-finding.
?Participate as a member of the contract negotiating team.
?Act as a valued functional business partner whilst supporting all proposal objectives.



Required Skills:

?Minimum of 2 years of experience in proposal development, finance or accounting
?Experience working as a member of an overall proposal/program execution team including business development, program management, finance, contracts and functional organizations.
?Strong MS Excel and analytical skills.
?Good Communication and teamwork Skills.
?Strong verbal and written communication skills, as well as the ability to interact face-to-face with functional managers.
?Ability to understand RTN company proposal related policies, procedures and concepts, as well as government regulations related to the development and negotiation of cost proposals (FAR, DFARS, CAS, TINA).
?Flexibility to support proposal activity at other local Raytheon locations, as needed.
?Ability to learn processes quickly and apply knowledge to unique situations.
?Strong organizational skills to manage time and prioritize workload.
?Ability to work in a very fast paced environment and adapt quickly to changing requirements


Desired Skills:

?Conceptual understanding of the IPDS and the Capture/Proposal Process (Gate Review Process).
?Experience working with the ACES pricing tool and SBT Engineering estimating tool.
?Finance program execution understanding.
?Knowledge of Supply Chain Management and the Procurement process.

?Ability to develop solutions to a variety of problems of significant scope and complexity.

Required Education (including Major):

?Bachelor's Degree in Business, Finance, Accounting or Economics or related field.
