The English Language Training (ELT) Principal Project Management Liaison (PML) will work directly under the supervision of the ELT Program Manager (PM) at HIKA, Kabul, Afghanistan in support of ELT Program. The PML will also perform the duties as a liaison between the Program Management and PMO Orlando functional areas, as directed. Support Management requirements to include processes for accountability of equipment, management of vendors, and knowledge of MAXIMO and excellent information management skills.
Work may include nights, holidays, and weekends on short notice. Standard will be to conduct business six (6) days per week for up to ten (10) hours per day while at OCONUS work site(s) and a standard 40 hour work week while at CONUS work sites.
Complete administrative and operational tasks such as reports, tracking, briefings, personnel coordination, as well as any other additional administrative and operational duties as assigned
Assist in the development of personnel policies, accountability, and standard operating procedures for reports and deliverables
Assist the DPM in creating, maintaining, and delivering to the COR all required USG reports and RFIs
Coordinating with project managers and operation managers for reporting and direction purposes
Become familiar with and fully comprehend processes as it relates to Raytheon Global Export Management Systems, expense reports, and navigation of the Raytheon web portal
Manage, support, track, and provide oversight of Warrior Training Alliance (WTA) personnel and equipment movement throughout the area of operation via air and grounds assets within Afghanistan
Maintain accountability of all ELT supplies and equipment
The PML may be required to participate in meetings, events, and conferences as directed by the PM
Assist in maintaining oversight of all logistics requirements necessary to accomplish training and coordinate with the Government, subcontractor, or local vendors to ensure training is fully resourced.
Supports all logistics activities and functions for both prime and subcontractor
Provide grammatically correct and succinct documents and reports as required.
Maximo input and tracking of supplies, parts, work orders and purchase orders
A minimum of 6 years of Executive level knowledge/experience with Administrative oversight requirements
Knowledge and experience with operations, personnel accountability, logistics, maintenance, and transportation
Experience in Project Management.
Strong Information Management skill sets
Familiar with Serious Incident Report (SIR) reporting policies and maintain SIR documentation
Solid computer skills: Microsoft Word, Excel, and PowerPoint
Understanding of contract management processes/regulations
Executive level interpersonal people skills with the flexibility to communicate from single contractors, Project Managers, Functional Staff, US Military and Coalition Partners
Exceptional Oral and Written Communication Skills
Detailed oriented with skills in administrative work, customer service, clerical procedures, technical writing, and resolving and completing operational tasks.
Must have the ability to make sound judgment and possess organizational skills to develop, establish, update, and maintain office procedures, office records, and ensure company effectiveness, efficiency and adherence to all guidance and policies

Working knowledge and experience with MAXIMO
Must have a valid US Passport with at least 6 months of remaining eligibility.
Must be able to obtain a Visa for Afghanistan
Must be able to obtain and maintain a Common Access Card (CAC) via the National Agency Check with Inquiries (NACI) process.
This position requires a U.S. Person who is eligible to obtain any required Export Authorization
Physical Requirements/Working Environment:
Include but are not limited to the wear of body armor and helmet Personal Protective Gear, unassisted lifting and carrying of duffle bags not exceed the weight of 70 lbs per piece, and the unassisted movement over uneven terrain.
Must be willing to work and live in Afghanistan with an understanding that there could be further assignments to any location in Afghanistan based upon the needs of the U.S. Government, to include hostile and austere areas.
Must be able to attend and pass USG deployment requirements at CONUS Replacement Center (CRC), Fort Bliss, Texas or equivalent location.
Must meet the medical requirements for the position being offered as determined by a pre-employment medical screening and in accordance with published CRC and USCENTCOM medical deployment standards.
Must be able to walk or stand on level and/or inclined surfaces up to eight (8) hours per day and sit for up to three (3) hours per day.
Must be able to routinely climb / descend stairs.
Must be able to routinely grasp or handle objects, use finger dexterity, bend elbows / knees, and reach above / below shoulders.
Must be able to read and interpret newspaper and typewritten print.
Must be able to communicate by voice and detect sound by ear.
Employee will be required to work and live in a potentially hostile environment, at remote locations, and under austere conditions.
May be required to respond to a wide variety of operational circumstances, under extreme weather conditions, within a hostile environment.
May be exposed to extreme noise from aircraft, hostile fire, and other acts of aggression associated with this region.
Contractor personnel shall comply with all theater command policies, regulations, and General Orders. All tours are unaccompanied
Knowledge of Raytheon (RTN) Management Information System (MIS)
Experience with RTN Warfighter FOCUS (WFF) proposal development, WKRP management and Gate 4 products
Familiar with various U.S. Export control regulations including the International Traffic in Arms Regulations and the Export Administration Regulations and export licensing requirements.
Working knowledge of the Federal Acquisition Regulations (FAR)
Prior Military, E7 or above with at least 8 years of management experience
Experience in Afghanistan or Iraq in an operational or training capacity
A thorough understanding of US and coalition military organizations, roles, and missions
Experience with SharePoint Data Management systems
Prefer previous experience training and advising foreign military soldiers
Curriculum development experience with Program of Instruction (POI)
Understanding of Raytheon systems and processes in support of US requirements owners and PEO-STRI contracting agent
Bachelor's degree from accredited school & six (6) years of related experience, OR four (4) years related experience with Master's degree. Eight (8) years of additional equivalent work experience (14 total years) may be accepted in lieu of BA/BS education requirement.
