This position reports directly to the Support Mission Program Supply Chain Manager (PSCM) in Orlando, FL with duty in Afghanistan. This position will be directly responsible for supply chain management and administration of work efforts supporting operations in Afghanistan. Responsibilities include integrated supply chain management functions for the Warfighter FOCUS program (with heavy emphasis on procurement, subcontract management and property administration). The Principle MPM position will ensure timely receipt of all material and services to support operations in accordance with all Supply Chain and Import/Export policies and regulations. This position will develop communications with executive and program leadership regarding material and service support for assigned project(s), and will be responsible for budgeting, subcontractor management and material management consistent with best practice solutions. This position will generate supply chain management actions based upon statements of work provided by the customer, prepare program management review material, material and labor budgets, forecasting, and data analysis for the assigned platform. Interface with other functional support leads to assist with program management.

Required Hours: Work may include nights, holidays, and weekends on short notice. Standard hours are 60 hours per week while at an OCONUS work site(s) and a standard 40 hour work week while at CONUS work sites


Duties and Responsibilities:

  • Participates in the preparation of budgets and forecast for all contract work
  • Reviews Bills of Material for work efforts and presents assessment to platform management
  • Assists with the on-site direction of subcontractors to manage performance of work as well as timely and accurate invoicing of work performed.
  • Performs and/or assists in EVMS analyses
  • Analyzes and tracks project funding requirements
  • Analyzes and tracks purchase orders to ensure requirements are met
  • Develop relationships with local vendors to support procurement requirements
  • Authorizes and reconciles all local procurement expenditures
  • Works closely with program finance personnel to integrate and report program performance both internally and externally
  • Participation in and promotion of a team environment
  • Preparation of reports and data analysis for senior supply chain management review
  • Effectively communicate information to management
  • Suggest and implement corrective actions
  • Review of purchase requisitions, purchase orders, and other documents to ensure material and service requirements are complete
  • Creating material and labor targets for subcontractors for OAWR work and anticipated contract growth

Required Skills:

  • Minimum of 6 years of related experience in Supply Chain (Logistics, Procurement and/or Subcontract Management)
  • Ability to interface on a regular basis with the Country Management Team, Program Managers, Supply Chain Professionals and Finance personnel
  • Self-starter with good organizational skills who can work both independently and as a member of a cross-functional team
  • Experience in import/export compliance
  • Experience in cost estimating and basis-of-estimate generation
  • Must be able to obtain and maintain a Common Access Card via the National Agency Check with Inquiries (NACI) process
  • Must possess a US Passport with at least 6 months of remaining eligibility
  • Must be able to obtain an Afghanistan Visa
  • This position requires a U.S. Person who is eligible to obtain any required Export Authorization
Physical Requirements/Working Environment

  • Include but are not limited to the wear of body armor and helmet Personal Protective Gear, unassisted lifting and carrying of duffle bags not exceed the weight of 70 lbs per piece, and the unassisted movement over uneven terrain.
  • Must be willing to work and live in Afghanistan with an understanding that there could be further assignments to any location in Afghanistan based upon the needs of the U.S. Government, to include hostile and austere areas.
  • Must be able to attend and pass USG deployment requirements at CONUS Replacement Center (CRC), Fort Bliss, Texas or equivalent location.
  • Must meet the medical requirements for the position being offered as determined by a pre-employment medical screening and in accordance with published CRC and USCENTCOM medical deployment standards.
  • Must be able to walk or stand on level and/or inclined surfaces up to eight (8) hours per day and sit for up to three (3) hours per day.
  • Must be able to routinely climb / descend stairs.
  • Must be able to routinely grasp or handle objects, use finger dexterity, bend elbows / knees, and reach above / below shoulders.
  • Must be able to read and interpret newspaper and typewritten print.
  • Must be able to communicate by voice and detect sound by ear.
  • Employee will be required to work and live in a potentially hostile environment, at remote locations, and under austere conditions.
  • May be required to respond to a wide variety of operational circumstances, under extreme weather conditions, within a hostile environment.
  • May be exposed to extreme noise from aircraft, hostile fire, and other acts of aggression associated with this region.
  • Contractor personnel shall comply with all theater command policies, regulations, and General Orders. All tours are unaccompanied

Desired Skills:

  • Prior Military Service
Required Education (including Major):
Must have a Bachelor?s degree and 6 years of related work experience. Eight (8) years of additional experience in Subcontracts Management, Logistics and/or Procurement may be considered in lieu of education requirements ? Total of 14 years
