Supports the execution of the full range of planning tasks across USEUCOM, DoD, and the IC by:
Supports the development and integration of intelligence disciplines into the family of military plans including, but not limited to, theater and global campaign planning, U.S.-only planning, bilateral planning, NATO planning, cyber planning, and special program planning including Contingency Plans (CONPLAN), Operations Plans (OPLAN), Operations Orders (OPORD), etc.
Supporting the development of National Intelligence Support Plans in conjunction with Joint Staff and Combat Support Agencies (CSA).
Assisting with the development of base plans, annexes, Appendices, and staff estimates.
Participating in Joint Planning Groups with other USEUCOM directorates and special staff and shall support crisis action planning teams, as required.
Supporting to the following: Adaptive Planning and Execution (APEX) process; Joint Capability Integration and Development System (JCIDS); Joint Intelligence Preparation of the Operational Environment (JIPOE); Joint Operational Planning Process (JOPP); Intelligence Community Capability Requirements (ICCR) processes; and Intelligence Planning Process (IPP).
Identifying intelligence capability shortfalls and requirements and working in coordination with USEUCOM intelligence planners to ensure intelligence capability gaps are reflected within all key plans and shall ensure these shortfalls are included in the annual USEUCOM Integrated Priority List (IPL).
Supporting the Annual Joint Assessment (AJA) process in order to inform future capability development efforts. Measures of Effectiveness (MOE) and Measures of Performance (MOP) related to intelligence functions shall be clearly articulated within USEUCOM plans.
Conducting truncated planning processes as required and in accordance with Joint Doctrine Publications 2, 3, and 5 and Chairman of the Joint Chiefs of Staff Instructions (CJCSI) 3314.01 and 3110.02H.
May provide guidance and work leadership to less experienced staff.
Participates in special projects as required.
Master's Degree in a related technical or military discipline, or the equivalent combination of education, technical certifications or training, or work experience.
With a Master's Degree, minimum of 10 years of related experience supporting intelligence analysis/operations.
With a Bachelor's Degree, minimum of 18 years of related experience supporting intelligence analysis/operations.
With an Associate's Degree, minimum of 20 years of related experience supporting intelligence analysis/operations.
With a High School diploma or equivalent, minimum of 22 years of related experience supporting intelligence analysis/operations.
Have an understanding of intelligence operations, to include tasking, production, exploitation, and dissemination processes, and linkages with operational design.
Be familiar with both deliberate and crisis action planning procedures.
Comprehensive knowledge of the principles, methods, processes, and applicable regulations involved in intelligence planning.
Experience in Intelligence Planning (IP), the National Intelligence Support Plan (NISP), and the Unifying Intelligence Strategies (UIS).
Current TS/SCI clearance with the ability to take a counterintelligence polygraph is required.
Extensive experience with J2 USEUCOM intelligence architecture.
Knowledge of Joint Doctrine Publications 2, 3, and 5 and Chairman of the Joint Chiefs of Staff Instructions (CJCSI) 3314.01 and 3110.02H.
