This is a proposal position (contingent upon contract award) located at Guantanamo Bay Naval Base Operations (BOS).


Manages utility operations and provides leadership in operation and maintenance of all utility systems including water and waste-water treatment, steam plants, electrical, compressed air, oily waste and waste oil collection and treatment, and salt water pumping and distribution.

Essential Job Functions:

  • Ensures watch standing of critical utility systems.
  • Reviews preventive maintenance procedures to prohibit plant emergencies and utility down time.
  • Identifies potential operation problems and risks and recommends corrective measures to the line supervisor.
  • Coordinates tasks and repairs with the central planning division.
  • Oversees operation of utilities for the Naval Hospital.
  • Guides and monitors progress of first line supervisors in the maintenance and operation of
    • High voltage power distribution
    • Environmental control systems
    • Boiler, heat ventilation, and air conditioning
    • Water and sewage treatment plants
    • Alarm and electronic system
    • Utility plants (steam, etc.)
  • Acts as project's Duty Manager for multiple installation coverage, directing after hours, weekend and holiday work requirements on a rotational basis.

Education & Experience:

  • Must have a Bachelor's degree with five (5) years experience in electrical, water, or sewer engineering
  • Professional certification as a Plant Engineer or Professional Engineer is preferred, but not required
  • Supervisory experience is required
