The Physical Security/Counterintelligence (CI) Senior Manager under oversight of and in consultation with the Chief Security Officer (CSO) develops, plans, and leads CI security operations to control risk, ensure program adherence to contract requirements and applicable laws, rules and regulations. Under oversight of and in consultation with the CSO & Physical Security Senior Director identifies, develops, implements, and maintains physical security processes based on industry best practices. Carries out all duties in accordance with the DynCorp ISO 9000 quality and safety standards. The Senior Manager develops security policies, guidelines and procedures to ensure mission required performance and coordinates Physical security operations protecting both personnel and physical resources for both internal and external customers.

Has primary responsibility for planning and coordinating DI Counterintelligence operations worldwide.
Ensures full compliance with all NISPOM, ICD and other customer CI & physical security requirements in partnership with DI FSO?s.
Identifies threats to DI intellectual properties, programs, personnel and cleared facilities and articulates that threat to stakeholders and works with the CSO to implement mitigation strategies.
Directs, supervises, and coordinates the planning, collection, evaluation, fusion, analysis, production, and dissemination of all-source intelligence and counter intelligence at DI.
Supports the Creation and implementation of security procedures and operations security (OPSEC) program in accordance with established military, government, and corporate policies, regulations, directives and operating procedures.
Supports the Physical Security Senior Director in leading physical security operations for all DI locations.
Supports the execution of the crisis management/business continuity planning and operations worldwide.
Serves as Liaison with federal, state and local law enforcement and intelligence professionals as appropriate.
Shares intelligence information with senior staff regarding physical security matters and maintains situational awareness regarding current operations in collaboration with the CSO & Physical Security Senior Director.
Maintains strong working relationships with customers for CI, OPSEC and other corporate specific security issues as required.
Provides physical security & CI support to the RFP/proposal development process as needed.
Conducts security & CI investigations. Investigates, reports, and provides recommendations to mitigate violations, unsafe or unethical practices.
Provides consulting support and makes recommendations to site management and business operations regarding appropriate timely and necessary improvements or in implementing contractual requirements.
Oversees and performs physical audits of sites based on developed standards; makes recommendations based on findings.
Focuses on long-term planning, design, and strategy for the safety and security of all personnel.
Performs other duties as assigned.
Knowledge & Skills
Advanced knowledge of best practices in security management principles.
Advanced knowledge of security electronic systems, including access control and intrusion detection systems.
Understanding of business strategies, direction and goals of the corporation or its individual programs, and how to develop and integrate supporting physical security strategies
Ability to identify, analyze and explain the present or future needs for proposed physical security initiatives to senior management
Experience in conducting risk and vulnerability assessments and other force protection planning.
Strong leadership and administrative skills.
Advanced knowledge of industrial security procedures and regulations. Should have a sound knowledge of NISPOM, ICD?s/DCID?s and other customer mandated physical security requirements.
Confidential investigative skills.
Excellent oral and written communication skills.
Ability to effectively interface with various levels of employees and senior management.
Proficient in Microsoft applications.
Ability to obtain/retain a security clearance. DoD final or interim SECRET clearance required, TOP SECRET is desired.
Some counterintelligence and/or Intelligence operations leadership experience and advanced knowledge of the intelligence cycle preferred.
Intelligence related research, analysis, collections and or/operations, counterintelligence experience desired.
Experience & Education
Minimum ten (10) years? experience in physical security, CI, law enforcement or antiterrorism/force protection, with five (5) years of specialized security or force protection experience in law enforcement, the military, or a state or federal government agency.
Bachelor?s degree required from an accredited university in physical security, security management, criminal justice, antiterrorism/force protection, law enforcement, CI, political science or related field.
Post graduate professional security studies is a plus but not required.
Completion of a DoD or federal physical security/antiterrorism force protection level II course or equivalent is a plus.
Five (5) years of management experience preferred.
Experience with multi-site and overseas security.
Physical Requirements/Working Environment
Ability to meet program physical requirements to work both domestically and overseas in austere or hazardous locations.
When working onsite at headquarters, works in a normal office environment.
Ability to travel domestically or internationally.
