The selected individual will lead the Program Management team located at ManTech offices in Herndon, VA and at the customer site in Washington DC. The ideal candidate will have experience leading large programs of $500 million (or more) with 150+ personnel in locations domestically and/ or worldwide. In addition, a candidate is expected to have experience managing multiple subcontractors with a distributed workforce. The candidate should have experience interacting with senior government officials including SES officials and political appointees. Experience in various business development responsibilities is preferred.

Job Duties and Responsibilities:

• Manages the project life cycle by developing comprehensive project plans to include both long and short range goals and milestones

• Serve as a liaison between Senior Management, customers, and interagency partners to address and resolve technical issues and implement improvements.

• Identifies, acquires, and utilizes company resources to achieve project technical objectives

• Build working relationships with subcontractors and vendors to establish team cohesiveness

• Manages a workforce positioned across multiple CONUS and locations, ensuring completion of milestones within specific budgets and schedules

• Interface with external customers and senior management to communicate status of contract throughout life cycle

• Provide strong organizational, planning and analysis skills in executing critical day-to-day functions and priorities

• Effectively manage and prioritize multiple projects/tasks with frequently changing timelines and priorities

• Perform a variety of both complex and routine administrative and analytical duties

• Perform quality management, evaluating program metrics related to contract performance and customer satisfaction and ensuring objectives are met

• Perform business development and manage a multi-year pipeline of opportunities

• Lead and/or support capture management and proposal development activities

• Advance client goals through effective execution of requirements and problem solving

• Establish innovative solutions to complex contract requirements, program operations, and subcontract management

• Partner with business development peers to initiate business growth prospects

• Mentor program direct reports in operations, program management and business development

Mandatory Skills Requirement

· Requires Bachelor's degree and 20+ of related experience including at least 8-10 years of program management experience

· Requires experience at Department of State, preferably (but not required) in the Bureau of Consular Affairs

· Experience managing large programs over $350 million to $500 million highly preferred

· Exceptional oral and written communication and negotiation skills as well as proposal writing skills and experience

· Experience in transition and start-up of a a large and geographically dispersed program

· Has significant and demonstrated technical background in network operations (NOC) management, enterprise IT management, and/ or data center management

· PMP Certification strongly preferred

· ITIL intermediate certifications in service operations, service transition, etc. strongly preferred
