This position will support the INSCOM G4 Global Intelligence Logistics contract, previously Worldwide Logistics Support.

The Human Resources Manager will beresponsible for staffing and deployment preparation activities. The HumanResources Manager will support the Program and Operations Managers and beprimarily responsible for preparing deployment packages, completing SPOTapplications, initiating and tracking CAC forms, Letters of Authorization,Travel Request Qualification forms, International Assignment Agreements, Visaapplication, and overseeing medical/dental requirements for personnel deployingto high risk and oversees duty locations. They will support company andsubcontractor personnel tracking, document expiration tracking and regular communicationwith all overseas personnel and their respective managers.

Essential Job Duties:

  • Manage recruitment, hiring and training of all employees working on the program.
  • Assist and support personnel in the development of Deployment Packages.
  • Assist in the coordination and scheduling of medical requirements required for employee deployment.
  • Assist in the preparation and submission of International Assignment Agreements by working with International Human Resources.
  • Assist in the preparation and submission of TRQs, Visas, CAC and SPOT forms and applications.
  • Prepare, submit, track and file TESA, SOFA and new contingency environment documentation
  • Work with hiring managers and security to schedule in-processing as necessary
  • Prepare and maintain detailed processes and instructions on the deployment process to be included in a continuity workbook.
  • Prepare and coordinate travel requirements for deploying personnel, program personnel, and deployed personnel R&R travel.
  • Coordinate with finance to ensure housing, transportation, and other costs are paid and managed.
  • Work directly with the Program Manager to ensure all appropriate parties are kept current with schedules, personnel status, and reports.
  • Track and coordinate all required program certifications and training.
  • Prepare and maintain detailed processes and instructions on the deployment process to be included in a continuity workbook.
  • Regularly communicate with field personnel in order to recognize, understand and assist with possible issues that may arise.
  • Report staffing metrics and maintain documentation near-real time.
Position Requirements:
  • Previous experience with development of SPOT applications, initiating and tracking CAC forms, Letters of Authorization, Visa applications and International travel arrangements preferred.
  • Experience supporting DoD deployment programs and military operations
  • Outstanding interpersonal and communication skills and a high level of organizational, analytical, and problem-solving skills
  • Ability to effectively function in a dynamic environment and continually problem solve new challenges.
  • Proficiency with Microsoft Office and MS Project.
  • Ability to analyze data and brief senior leadership.

Security Requirements:

  • US Citizenship, Top Secret (TS) security clearance with Single Scope Background Investigation (SSBI) with eligibility for Sensitive Compartmented Information (SCI) indoctrination.
