Job Summary
The  Engineering Senior Manager provides systems engineering leadership and applies system engineering principles and procedures as systems lead and functional expert on all systems engineering aspects, Coordinates the efforts of professional engineers, scientists, and technicians engaged in multiple facets of the program life cycle. Provides coaching, facilitating and mentoring duties for team members engaged in all Systems Engineering disciplines, Value Engineering, modernization and the overall Life Cycle Management process.
Principal Accountabilities
(Typical duties include the following, although specific duties vary by assignment or contract.)
  • Plans and executes highly complex engineering activities. Principal contributor to systems engineering activities which include any of the following: concept of operations formulation, Requirements Definition, Analysis and Engineering, System Architecting, System analysis and design, Interface and Data Architectures, Validation and Verification, System Integration, System & Op. Performance Analysis,  Lifecycle Cost Analysis & Estimation, Decision Analysis and Resolution. Capable of providing solutions to a variety of problems that may arise in a expeditious, efficient, and timely manner.  Also may support business development and proposal activities.
  • Provides solutions to extremely complex problems of diverse scope that may arise in an expeditious, efficient, and timely manner. Identifies choke points and provides alternative solutions to customer.  Maintains a set of problem solving methods and modeling/simulation tools that support solving problems.
  • Plans and conducts work in evaluating, selecting and adapting standard systems design engineering practices.  Primary determiner of systems engineering practice on project.  Provides high level technical and managerial recommendations to the program on critical decisions and to the company on engineering processes.
  • Interacts daily with supervisors and technical staff in all project specialties.  Has direct interaction with client counterparts on project matters within area of responsibility.
  • Provides systems engineering guidance to technical staff and provides assistance and advice to personnel where technical and systems engineering problems exist or are developing.
  • Reviews program acquisition documentation and conducts program assessments to identify weaknesses, identify corrective actions, and prepares action plans for continuous improvement in designated areas.
  • Exercises full responsibility for formulating and influencing system engineering/integration, product development, product assurance/test, and production.
  • Works under the broad objectives and guidance set by higher authority and have extensive input and influence in development of the guiding policies, philosophies, and objectives of operations.
  • Performs other duties as assigned.
Knowledge & Skills
  • Mastery of the application of a wide range of qualitative and quantitative analytical and evaluation methods or techniques to identify and advise on problems, programs, and initiatives involving the automotive sciences.
  • Advanced knowledge in system engineering practices, program planning and budgeting cycles.
  • Comprehensive understanding of systems development lifecycle and systems engineering role throughout lifecycle. 
  • Knowledge of International Standards and Models for Project Engineering, and Systems/Software Engineering.
  • Working knowledge in ISO 9000, ISO 9001 and ISO 15288 is required.
  • Must have the ability to identify process and work flow improvements.
  • Strong leadership, alignment and interpersonal skills.
  • Proven track record of delivering results on schedule.
  • Ability to manage a multi-cultural, diverse group of people, motivate staff and develop team.
  • Should demonstrate analytical thinking and be able to translate vision into action.
  • Possesses expertise in determining short-term, mid-term, and long-term impacts of new concepts, new systems, and components as they relate to military requirements.

Experience & Education

  • Bachelor's degree in Engineering, Architecture or Construction Management from a program certified by the Accreditation Board for Engineering and Technology (ABET) or from a program certified by the National Architecture Accrediting Board.
  • The ESM shall have and maintain professional registration as an engineer under the requirements of the New Mexico State Board of Licensure for Professional Engineers and Professional Surveyors or an Architect under the requirements of the New Mexico Board of Examiners for Architects. 

Licenses & Certifications:

  • Must have a minimum of ten (10) years' experience in the engineering section of civil engineer organization at a major US military installation (U.S. Air Force experience preferred).
  • Must have a minimum of three (3) years' experience in a supervisory position.
  • If the ESM does not have a professional registration in New Mexico on the date of hire, the ESM shall submit all required paperwork for licensure by endorsement, comity, reciprocity, etc., to the applicable New Mexico PE or RA Board no later than 14 calendar days after their first day of work at Kirtland AFB.
  • If the ESM does not have professional registration in New Mexico within sixty (60) calendar days after their first day of work at Kirtland AFB, the ESM must provide licensure status (to include anticipated licensure date) in writing to the CO/ACO no later than 60 calendar days after their first day of work on site at Kirtland AFB. 


Physical Demands/Working Environment:

  • Normal office environment with controlled temperature and lighting conditions.
  • Must be able to lift 40 pounds.
  • Requires ability to stand, sit, climb a ladder and walk too conduct security.


 Security Clearance:

 Secret security clearance required.
