The Engineering Projects Manager is responsible for overall execution of assigned engineering projects, acts as the engineering focal point for customer interface, project planning, interfaces with Maintenance, Contracts, Quality Assurance, Quality Control, Program Management, and other organizations to ensure compliance with customer requirements and program goals. Maintain an effective liaison with the Customer and affected organizations within the company.
Responsible for the integration of various activities and task areas to ensure effective coordination and on-time delivery of all engineering project deliverables;
Coordinate activities of QC Engineering to insure performance to Customer requirements including on time delivery, and quality adherence. Monitors all project related costs, maintains a project schedule and tracks project progress.
Define goals, objectives, and projects for engineering project team members.
Establishes and implements effective programs and processes to plan, organize, lead, and monitor the activities of the project team members;
Responsible for and prepares engineering project management deliverables (including but not limited to the project plan, work plan, risk and mitigation plan and project budget, as well as detailed level engineering schedules, resource requirements, and status reporting;
Develop and maintain project checklists and guidelines to drive team execution, resource planning and continuous improvement processes across the engineering organization.
Manages resources across projects and maintains overall control of/tracks contract deliverables, schedule, and budget, and takes action on non-compliance issues;
Keep lines of communication open across all project participants.
Ensure conformity to contractual obligations and DI policies and procedures; establishes and maintains technical and financial reports to show program execution.
Report status on project cost, schedule, and main issues on a regular basis.
Advise leadership of discrepancies in planning/execution/management, and submits recommendations to resolve issues; tracks decisions made regarding requests for changes and outstanding issues.
Develop and enforce standardized engineering practices, processes, tools, and methods.
Plan and execute engineering project process improvements; supports departmental as well as site objectives;
Recommend changes to improve processes, alleviate process inaccuracy and duplication, and maximize efficiency; apply change management tools and best practices to ensure realization of business benefits for key initiatives.
Serve as the customer interface for engineering project schedule and issue management; regularly meet with the customer to ensure effective communication of project requirements.
Coordinate engineering prototype builds, materials readiness, test readiness, and on-site engineering support; garner Customer buy-in and approval of trial installations and electromagnetic interference testing.
Serve as the shop floor liaison between engineering, production operations, technical publications, and logistics departments; helps communicate requirements and instructions between engineering and non-engineering personnel.
Collaborate with the Field and Integrated Product Teams to drive any technical issues to an end; communicate with down-range maintenance and quality personnel.
Input data and generates reports from depot maintenance records database. Initiates improvements in technical data that will increase efficiency in maintenance of the aircraft fleet.
Technical liaison for Time Compliance Technical Directive (TCTD) modifications (SBs, MWOs, AWR) relevant to the aircraft fleet.
Guides the successful implementation of aircraft modification efforts and performs duties as the engineering project lead for applicable modification packages.
Align all support requirements; engineering, parts/kits, touch labor, tools, etc. with the team to ensure personnel, resources, equipment in place and available to support completion of engineering projects; ensures team effort results in successful project completion.
Prepare, review, and submit engineering authorizing documents.
Review and evaluate completion of modification efforts and provides feedback to the team for continuous improvement.
Ensure compliance with customer, company, and program procedures relative to aircraft maintenance, repair, and modifications; follow applicable DI SOPs in all day-to-day engineering and related activities, make recommendations for changes in the SOPs as needed, and initiate/authos new SOPs as needed to support program objectives.
Evaluate technical attributes of aircraft, systems, equipment, and material; analyzes system performance and reliability; devise alternative actions, and recommends appropriate solutions; coordinates with sub-contractors, partners, and OEMs as needed to ensure robust solutions that meet FAA and/or customer or other safety-of-flight requirements as applicable.
Support other departments in working towards putting aircraft back into service, including but not limited to, structural repairs, modifications, enhancements, etc.
Interface with equipment vendors, industry and regulatory authorities; coordinates with sub-contractors, partners, and OEMs as needed to ensure robust solutions that meet FAA and/or customer or other safety-of-flight requirements as applicable.
Coordinate special aircraft projects involving new product requests, prototypes, flight service evaluations, and service bulletin validations, etc.
Responsible for administering Technical Review Board (TRB) and Configuration Control Board (CCB) meetings to Evaluate ADs, OEM/Vendor SB's, SL's and FAR compliance for mandatory or reliability incorporation

Familiarity with Airworthiness Directives and Manufacturer Service Bulletins.
Knowledge and experience with program change/configuration management and associated change boards for processing change requests with retrofit implications.
Extensive background in Time Compliance Technical Directive (TCTD) implementation.
Knowledge of aircraft technical data and PDM processes.
Proficient with researching and interpreting modification engineering drawings and manufacturing/material process specifications.
Education & Experience:
Must have a minimum of five (5) years' experience as a Project Manager in the civil engineer function for a major US military installation (Air Force experience is preferred).
Must have a minimum of two (2) years' experience in a supervisory position.
License & Certifications:
The EPXM shall have a Bachelor's degree in engineering, architecture, or construction management and shall have and maintain one of the following:
?(1) The EPXM shall have and maintain professional registration as an engineer under the requirements of the New Mexico State Board of Licensure for Professional Engineers and Professional Surveyors or as an architect under the requirements of New Mexico Board of Examiners for Architects
If the EPXM does not have professional registration in New Mexico on the date of hire, the EPXM shall submit all required paperwork for licensure by endorsement, comity, reciprocity, etc. to the applicable New Mexico PE or RA board no later than 14 calendar days after their first day of work on site at Kirtland AFB.
If the EPXM does not have professional registration in New Mexico within 60 calendar days after their first day of work on site Kirtland AFB, provide licensure status (to include anticipated licensure date) in writing to the CO no later than 60 calendar days after their first day of work on site at Kirtland AFB.
? (2) Project Manager Professional certification from the Project Management Institute. Alternate, equivalent certifications from other sources may be accepted at the discretion of the Contracting Officer. If the EPXM does not have a Project Manager Professional certification or Contracting Officer accepted alternate certification on the date of hire, EPXM shall obtain a Project Manager Professional certification or Contracting Officer accepted alternate certification no later than 45 calendar days after their first day of work on site at Kirtland AFB.
