Director, Contracts ? Advanced Missile Systems

Organizational Description: The Advanced Missile Systems (AMS) Product Line is the growth engine for Raytheon Missile Systems (RMS) and represents a diverse portfolio of contracts and customers in the developmental life cycle of USG Department of Defense (DoD) programs. Specifically, the AMS Product Line is responsible for the strategic capture and execution of developmental efforts that aim to augment or replace existing systems, and in some cases fulfill new mission areas, across all branches of the USG DoD.

Position Description: The Contracts Director for the AMS Product Line will serve on the RMS Contracts and AMS Product Line leadership teams. This position is responsible for leading and mentoring ten (10) Contracts professionals who manage multiple competitive and sole source pursuits, proposals and contracts representing in excess of $900M in 2017 bookings. This position is responsible for providing overall strategic vision and contracts leadership in a dynamic and highly competitive market.

Required Skills and Experience:

  • A minimum of 14 years? progressive experience; preferably professional experience in contracts, with an emphasis on USG DoD sole source and competitive development contracts
  • Contract knowledge to provide business guidance to management and leadership during all phases of the program life cycle to include front-end capture, proposal, negotiation, award, contracts execution, and close out
  • Effective team player with demonstrated leadership capability
  • Demonstrated ability to identify and shape innovative defence and commercial project opportunities to assist successful capture campaigns
  • Strong understanding of regulatory policies to include: US Federal Acquisition Regulations (FAR) and the Department of Defense Federal Acquisition Regulation Supplement (DFARS)
  • Demonstrated ability to negotiate, influence and manage risk
  • Excellent computer skills including Microsoft Word, PowerPoint and Excel
  • Ability to obtain Secret Clearance (Top Secret preferred) or ability to acquire a Top Secret Clearance and access to Special Access Programs (SAP) programs

Required Education:
  • BS/BA is required; preferably in one of the following majors: Business, Finance or Related Field; JD or MBA a plus

  • Excellent organizational skills; ability to successfully motivate and coordinate team inputs into a combined final product

  • Understanding of customer budgeting and acquisition processes and the ability to assist senior leaders in achieving their financial, performance and compliance goals
  • Ability to successful manage contracts in a prime and a subcontractor role
  • Strong business acumen with financial understanding of our business
  • Experience with USG Other Transaction Agreements (OTAs)
  • Experience with Strategic Agreements (Mergers and Acquisitions, Teaming Agreements, etc.)
  • Ability to adapt to changing environments/situations
  • Demonstrated success working within a matrix organizational environment


Security Clearance:
This position requires the eligibility to obtain security clearance. Ability to acquire a Top Secret Clearance and access to Special Access Programs (SAP) programs

The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process. Security clearance factors include, but are not limited to, allegiance to the US, foreign influence, foreign preference, criminal conduct, security violations and drug involvement.
