  • Analyzes user needs and performs research and functional analysis on a variety of projects associated with Joint Capabilities Integration Development System (JCIDS) documentation and the production of technical papers, information papers, decision papers, white papers, and other related documents relating to Counter-Improvised Explosive Devices (C-IED).
  • Analyzes user needs to determine functional requirements for a wide variety of projects associated with C-IED issues.
  • Researches, identifies, and recommends resources required for task execution and completion.
  • Serves as technical advisor to clients in assigned subject areas, recommends functional changes, and identifies areas for further combat development.
  • Generates recommendations in the form of technical briefings, reports, and other major documents provided to senior level personnel.
  • Identifies emerging relevant technologies that may result in improvements to current processes and war-fighter capabilities.
  • Maintains current knowledge of relevant technologies and subject areas.
  • Participates in special projects as required.
  • Assist in the development of plans, including Program Objective Memorandum (POM) budgets and schedules.Works with stakeholders and Operating Forces user groups to solve capability gaps via Integrated Product Teams which include analysis of Doctrine, Tactics, Techniques, and Procedures in the Force Protection Warfighting function.
  • Assists in establishing and defining program plan requirements and performs in-depth studies to determine optimum program plans.
  • Interacts regularly with customers and attend/participate in C-IED meetings, planning sessions, and conferences to ensure conformance to customer requirements.

  • Bachelors Degree in Business Administration or a related discipline, or the equivalent combination of education, professional training, or work experience.

  • 6-10 years of related C-IED or JCIDS experience.
  • Knowledge of some or all of the following: Total Force Structure Management System (TFSMS); Knowledge Management/Decision System (KMDS); Department of the Navy Tasking, Records and Consolidated Knowledge Enterprise Repository (DON TRACKER); DOTMLPF analysis experience; JCIDS Capabilities documentation development; Universal Needs, Urgent Universal Needs, Joint Operational Needs (UNS/UUNS/JOUNs) statements; concept of operations / employment and requirements for Counter-IED.
  • Understanding / knowledge of Marine Corps staffing processes a definite plus.


  • Experience in the Military Occupational Specialty of Combat Engineer or Explosive Ordnance Disposal (EOD).
  • Competencies in computer workstation operation and in the use of all MS Office applications including Word, Excel, PowerPoint, and SharePoint.
  • Must be adept at acclimating to new interfaces and interact with multiple web-based applications;
  • Possess strong written and oral communication skills to convey complex concepts, ideas, and relationships to executive customers;
  • Possess analytical competence in the principals, methods, and techniques used in analyzing, developing, and stating system attributes so those attributes achieve desired operational outcomes and effects;
  • Ability to produce professional quality capabilities documentation, executive correspondence, information papers, and presentations;
  • Ability to locate, collect, and assimilate technical information from varied authoritative sources into reports, comment matrices, and capabilities documents.
