Job Summary
 
The Procurement Director is responsible for the development and implementation of the procurement/sourcing strategy in accordance with company policies and procedures.
 
Principal Accountabilities
(Typical duties include the following, although specific duties vary by assignment or contract.)
  • Defines the goals, objectives and programs for the procurement/sourcing system.
  • Formulates and administers procurement system policies and develops long range goals and objectives.
  • Establishes and implements effective procurement programs and processes to ensure continued success in customer satisfaction.
  • Develops sourcing agreements, provides proposal support, and negotiates same within limits of authority delegated by Senior Director of assigned department.
  • Integrates the procurement operations with other key departments and operating divisions.
  • Responsible for adequacy and assessment of areas of risk for Request for Proposals (RFPs) related to procurement.
  • Oversees the maintenance of the Corporate Government Approved Sourcing System.
  • Directs the resolution of supplier problems regarding schedule, quantities, manufacturers and specifications. Leads in the resolution of significant disputes.
  • Plans, conducts and directs assigned department compliance with International Standardization Organization procedures, corporate, and policies and procedures.
  • Analyzes market and delivery conditions to determine present and future material availability and prepares market analysis reports.
  • Identifies areas of improvement to the procurement process and reviews purchase order claims and contracts for conformance to company policy.
  • Directs implementation and operation of Company procurement platform.
  • Directs daily activities of the organizational staff members to ensure effective efficiencies in compliance with corporate, contractual and legal requirements.
  • Conducts yearly internal Sourcing audits.
  • Performs other duties as assigned.
Knowledge & Skills
  • Advanced knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFAR) and related federal and state legislation and regulations.
  • Proficiency in MicroSoft Office applications.
  • In-depth knowledge of procurement administration and cost controls.
  • Strong analytical skills to oversee total operations for organization.
  • Excellent leadership, as well as oral and written communication skills.
  • Excellent interpersonal skills to interact with senior management as well as key suppliers.
  • Additional knowledge/skills may be required by contract or assignment.

Experience & Education

  • Bachelor’s degree in Purchasing, Supply Chain, or related degree preferred.
  • Twelve (12) years in procurement or major subcontracting management.  Five (5) years of management experience is required.
  • Additional experience/education may be required by contract or assignment.
Physical Requirements/Working Environment
  • Works in a normal office environment with controlled temperature and lighting conditions.
  • Occasionally may work in austere, hostile conditions implementing new programs.

Travel

  • Ability to travel domestically and internationally.
