Raytheon is seeking a Chief Engineering for the design, development, integration and operations of a Security Operations Center (SOC) in Abu Dhabi, UAE. The candidate must have proven performance delivering cyber products and technical services to the MENA region. This role will be responsible for ensuring the technical integrity and successful execution of the program. The position will require an 8 month TDY to Abu Dhabi with the transition to a locally based Chief Engineer at the end of the assignment.
Responsibilities will include:
Work closely with the Program Manager, Lead Integrator/Technical Subcontracts Manager (TSM) to ensure technology, engineering resources, and planning allow the program to meet the current and future business requirements.
Support program and business level reviews and approvals including approval of EAC, Gates, Ops, and financial reviews.
Perform Executive briefings to Raytheon Leadership and Customer Executives
Ensure the program follows DevOps/Agile principles in the execution of the program
Provide and coordinate the strategic vision and direction for improvements of engineering activities required to achieve program success.
Ensure export/import policies and efforts are executed appropriately and efficiently.
Work with the Chief Information Security Officer’s team to ensure technology solutions and standards meet regulatory requirements
Actively lead Engineering talent identification and development.
Stay actively engaged with CSM CONUS cyber services and product developments to ensure alignment with the program and the UAE Cyber Division services and products.
Maintain a deep understanding of the MENA regions customer’s technical needs.
Minimum of 16 years of technical experience with 10 years in the cyber domain
Must have a broad engineering background that includes technical leadership of engineers.
Must have documented experience of turning customer needs into products services
Demonstrated success in designing, developing, integrating, preparing for operations and selling off IT based infrastructure.
Must have in-depth working knowledge of Blade-based infrastructure, VMWare Virtualization, HP Storage Technologies, Cisco full network stack (CDN, WAN/LAN/MAN, NGFW, MPLS & internet connectivity, VPN), Active Directory
Knowledge of SIEM, Proxy, FW, DS/IPS, DLP, threat intel, and other detection mechanisms;
Experience in Devops/Agile practices and ITIL practices
Demonstrated success in the operations of an IT based infrastructure
Demonstrated success in developing and presenting technical ideas to executive audiences and effectively articulating customer technical positions, to senior management in a clear and concise manner.
Knowledge of international requirements and acquisition processes
Understanding of UAE, US and international Export/Import regulations
Bachelor’s degree in Computer and Information Systems, Engineering, Science, or Mathematics;
