Manufacturing Test and Engineering Center Manager

The Manufacturing and Test Engineering (MTE) Center is a multi-disciplined engineering organization within Operations. The Center is responsible for planning, designing, implementing and improving manufacturing processes throughout the product life cycle. This is achieved through expertise in lean manufacturing, tooling design, packaging design, new product introduction, manufacturing engineering, materials and process engineering, and digital manufacturing. This organization has over 600 employees and an indirect budget of greater than $3M.

The Center Manager position will report directly to the Operations Engineering and Support (OES) Director, and will work collaboratively with the Operations Leadership Team and the Innovation and Advanced Manufacturing Center to support the goals and objectives of Operations. In addition, the Center Manager is expected to work with the leadership of Product Lines, Supply Chain, Quality and Engineering to ensure collective cross functional strategies are optimized to achieve RMS objectives. The Center Manager will be responsible for development and deployment of common tools/processes that ensure competitiveness and effectiveness of resources and solutions. The Center Manager is responsible for the tactical Center leadership to ensure RMS success, as well as to provide the strategic direction for the Center organization.

The Center Manager will also be expected to provide a broad range of technical engineering leadership and support, including oversight at Gate Reviews, Design Reviews, Non Advocate Reviews, proposal and bid support, and identification of execution/cost improvement strategies. The Center Manager will also work with Department Managers to set and achieve Center goals/strategies. The Center Manager will need to be an effective communicator, leader, task executer, and decision maker, as well as a strong advocate for process improvement, diversity in the work force, staff development and exemplary organizational integrity standards.

Responsibilities:

  • Ensures Center projects meet commitments for technical, cost, and schedule
    Ensures consistent application of MTE processes and tools
  • Supports proposal efforts through guidance in the development and review of Gate 4 activities
  • Serves as the Center representative to both internal and external customers and Business/Corporate leadership as required
  • Leads Center employee development through effective employee performance management including goal setting, career development, compensation planning, ranking & rating, employee training, developmental task assignments, and appropriate use of awards and recognition
  • Mentors and provides effective guidance, coaching and leadership to Center leaders
  • Ensures that Center performs in accordance with compliance and legal requirements associated with Safety, Security, Procurement, and the handling and transportation of dangerous goods
  • Leads by example by being a champion of respect, diversity/inclusion and ethical conduct within the organization

Required Skills:

  • 14 years of experience which includes increased roles and responsibility, leadership experience: preferably in direct manufacturing experience
  • Knowledge of Operations and Manufacturing and Test Engineering (MTE) environments
  • Ability to obtain a DoD Secret security clearance

Desired Skills:
  • Active DoD Secret security clearance
  • 5+ years of experience in functional engineering and/or program leadership
  • Experience with driving cost competitiveness into product development
  • Experience with EVMS principles and methodologies
  • Experience with process/tool utilization as a competitive advantage
  • Motivated and passionate about being a Center Manager
  • Experience developing proposals/bids
  • Experience in leading an organization of 300+ people
  • Excellent interpersonal & communication skills (verbal & written)

Required Education:
  • Requires a degree in Science, Technology, Engineering or Mathematics (STEM) Masters Degree desirable.
